City businessman Hassan Basajjabalaba has accused the Inspector General of Police Gen Kale Kayihura and the Lord Mayor Erias Lukwago of pocketing over Shs20billion from an irregular scheme to manage city abattoirs.

Basajjabalaba was appearing before parliament’s committee on Presidential Affairs where he said that despite acquiring a 49-year lease in June 2001, under the Basajjabalaba Hides and Skins (BHS) Company, the two conspired against his deal costing him over Shs19billion.

Basajjabalaba also alleges that in 2011, a group loyal to Kayihura and Lukwago took over operations of money, and has for the last six years pocketed over Shs20billion raised through daily collections at the Abattoirs without remitting the funds to Kampala Capital City Authority.

The committee chaired by Susan Amero, the Amuru Woman MP has resolved to summon the two to respond to the allegations
