MPs Sabotaging M7 Constitutional Reforms Exposed

The list of members of parliament sabotaging the passing of constitutional reforms for president Museveni has been exposed by deputy speaker Jacob Oulanya.

The list is as a result of a roll call made by Oulanya on Wednesday last week as he struggled to have numbers to pass the constitutional amendments.

DETAILS

Government chief whip Ruth Nakabirwa last week informed journalists that she had agreed with the speaker of parliament not to allow any member of parliament to make any trip until the constitutional amendments have been passed this week.

She also claimed that the premier Ruhakana Rugunda had also put an embargo on all Ministers’ trips both within and outside the country until this matter had been sorted.

Her statements came after MPs had been showered with shs109m each in what was termed as miraculous ‘fuel arrears’.

The same Nankabirwa promised to give more millions to NRM MPs to go and consult on NRM manifesto implementation.

However, her explanations and directives to MPs seem to have hit a dead end.

For the past full week, the deputy speaker Jacob Oulanya has been struggling to have 2/3 MPs attending parliament to deal with the amendments but all in vain.

He has been forced to suspend sittings for about five times a day to allow members to attend but all in vain.

It should be noted that this is Nankabirwa’s first major assignment from President Museveni but it seems to be getting sour as far as delivery is concerned.

The members have continued to dodge parliament yet the required quorum is only 256 legislators to have this matter out of the president’s way!

Ironically, there are MPs who turn up and instead choose to sit in corridors but only return upon hearing that there is a roll call being made.

Other members chose not to attend completely.

In this briefing, we reveal the list of MPs who are sabotaging the amendments going by the roll call made by Oulanya.

DODGING MPs

Florence Kintu

This one needs no introduction. The woman MP for Kalungu is remembered for having partnered with her colleague MP Raphael Magyezi and forged a parliamentary report into KCCA mess.

She, together with Magyezi didn’t show up.

Kyomya Xavier

The MP for Ibanda North chairs one of the parliamentary committees. He was also absent according to the roll call.

Other dodging MPs included Kisos Chemaswet, Kabakumba Masiko, Naome Kabasharira, Onyango Kakoba, Moses Kasibante, Phenhans Katirima, Netelesire Kayagi, Kiddu Makubuya, Amama Mbabazi, Abdu Katuntu, Elizabeth Karungi, Kangwagye Steven, Kamara John, Kahinda Otafiire, Kaddumukasa Ssozi, Kabahenda Flavia, Iriama Margret, Eriaku Peter, Kaps Hassan Fungaroo, Epetit Francis, Deo Kiyingi, Tim Lwanga, Sam Lyomoki, Sulaiman Madada, Maganda Julius, Makhoha Margret, John Mulimba, Mandela Amos, Simon Mulongo, Yona Musinguzi, Mwebaze Sarah, Adolph Mwesigye, Nabbanja Robinah, Marion Tunde, John Nasasira, Nuwat Rosemary, Kiyonga Chrispus, Mate Joseph, Mbagadhi Fred Nkaayi, Beatrice Mpairwe, Martin Muzaale, Jim Muhwezi, Mike Mukula, James Mutono, Muwanga Kivumbi, Rukia Nakadama, Alex Ndeezi, Flirence Nebanda, Mateke Sarah, Jack Sabiiti, Sempala Mbuga, Okeyoh Peter, Obote, Wilberforce Yaguma, Jacinto Ogwal, Fox Odoi and Waira Mageygere.

CORRIDOR MPs

These ones only turned up upon hearing that the roll call was going on.

They include Maria Mutagamba, Sam Engola, Ken Lukyamuzi, Aceng Joy Ruth, Fred Badda, Amoit Judith, Sulaiman Balyejjusa, Byarugaba Grace, Acayo Christine, Sam Kutesa, Lucy Ajok, Sanya Tanna, John Byabagambi, Hillary Onek, Roland Mugume and Musa Ecweru.

WHY MPS ARE DODGING PARLIAMENT

According to our senior sources in cabinet, members are dodging deliberately because they want to be paid money by the president.

Though they haven’t expressed this matter loudly, it is stated that some members have approached some ministers demanding them to tell Nankabirwa to consider wetting their beaks before they turn up to pass the bill.

On top of that, according to sources, some members who were kicked out of parliament in the last parliament over failure to resign their seats before being nominated in NRM primaries are secretly de-marketing the reforms.

They claim that Fox Odoi who championed their misery in 2010 is the same man who is now championing the move to bend laws so that he and his other independents do not resign but can participate in the primaries.

“Fox should test this situation also. He kicked us out and he now wants us to favor him. You cannot eat your cake and have it at the same time. Let them resign,” a source told us.

Other sources stated that because of ongoing pressure among MPs’ constituencies, many of them are busy panel beating their constituencies.

Other sources stated that there is a group among members who were unhappy with the knifing of Kasule Lumumba as GCW and therefore are deliberately dodging to sabotage Nankabirwa in order to discredit her mobilization skills before the president.
