Rugunda made the remarks while representing the President at the official opening of the 21st annual meeting of the East African Communications Organization EACO at Sheraton Hotel in Kampala.

“As I wind up, am leaving you with two things to think about; one is the question of better disposal of e-waste such as computers and mobile phones among others in regards to its impact to the people and the environment.

Secondly, the issue of cyber security; It is no longer an issue of the computer alone but rather a threat to national security, government, businesses and individuals among others.

There are some elements who have been sharing information on social media, WhatsApp and Facebook, something that is not only a threat to Uganda alone but it’s a global concern.

It can be used in terrorism, some can be conned off through it. How do you deal with this without compromising the whole issue? That is what I am leaving you with to think about,” Rugunda told over 500 participants before taking his seat.

In a standing interview with this reporter, shortly before he entered his official car, Rugunda said in brief before referring this reporter to the State Minister of ICT Nyombi Thembo who he described as an expert said; “UCC, the regulator is working with security to tackle issues of cyber bullying without compromising our freedom, our mandate and so forth.”
