Senior Police Officer Charged With Terrorism

The counter Terrorism (CT) unit of Police has arrested SP Moses Mrisho the head of security and firearms in Savana Region –Buikwe District suspected to be one of the supporters of Mbabazi and charged him with terrorism.

Mrisho was arrested as he attempted to rescue his friend Anwari who had been arrested at High Court in Kampala accusing him of having links with the former premier John Patrick Amama Mbabazi.

It’s alleged that Anwari had come with his mother at High court before plain clothed officers whisked him away as the mother had gone for Juma prayers on 03/07/2015.

Sources say that on return from Juma prayers, the mother was reliably informed that his son Anwari had been whisked away by officers to a yet to be identified place.

Like any other person who knows some officers in the force, the mother called SP Mrisho to assist her in search for her son.

It was from that point that Mrisho called in several offices not until he contacted one SSP Lydia Katono who confirmed to him that Anwari had been arrested and that was at their offices in Nagulu.

Katono who was hesitant to freely communicate security issues on phone told Mrisho to come to the head offices for details.

According to Mrisho, on reaching the (CT) Premises in Nagulu, he was served with a detention order by one AIP charging him with indiscipline.

“Because I was dressed in plain clothes, he did not recognize that I was more senior than him meaning he had no powers to arrest me. He then went back to office and came with another detention order with charges of terrorism,” Mrisho narrated to this reporter.

He was arrested and taken to Nsambya Police barracks where he spent a night and the following day of 04/07/2015 was transferred to Nagalama Police cells where he has been kept since then.

On 28/07/2015, the Magistrates court of Mukono issued a release order of the accused but Police has been obstinate to effect the order on grounds that they are still investigating the matter.

When contacted over the same matter, Fred Enanga the Police PRO revealed that after the arrest of Anwari who is of Tanzanian origin, Mrisho presented himself as a relative to the suspects.

“Police had all along been investigating Mrisho’s origin and the allegations were that he could have joined the force falsely. The investigations were to find out as to whether he is a Ugandan or a foreigner,” Said Enanga.

He added that Mrisho is not proper with his origin because he joined the force after presenting papers that he was a born of Nakaseke but could not reveal the clear village.

“There is also conflicting report about his family background. Some shows that he has routes in Tanzania and United Kingdom a factor that is still under investigations. We could not produce him in Mukono court because the investigations had not been complete since Mrisho was not cooperating with investigators,” Enanga added.

Enanga added that Mrisho also has a case in Jinja where he assaulted and tortured one RP 20695 Ismail Kalungu a case that was a subject of investigations in advance stages.

Recently while officiating at the pass out of senior Police officers of 120 DPCs and RPCs who had completed a three months intermediate Command and staff course at Oliver Reginald Tambo School of leadership Kaweweta in Nakaseke district, the minister of internal affairs Gen Aronda Nyakairima said that Police was going to uproot the pro Mbabazi moles in the force after serious scrutiny.

Aronda assured the graduands that the situation Uganda is going to is very tempting and provocative adding that for one to be reappointed as DPC and RPC must undergo serious vetting to ascertain which side they politically belong.

“The situation we are going in is very tempting and provocative. We shall not just deploy you as the DPC and RPC. We need to make serious vetting to find out which political party you belong to before making any appointment,” Aronda revealed.
