The commander-in-chief of the armed forces, Gen. Yoweri Museveni is currently chairing an army council meeting at State House, Entebbe.
The army council is composed of members of the command, intelligence chiefs, divisional and battalion commanders and army chiefs among others.
It is composed of more than 100 members.
We have exclusively confirmed that the meeting started early in the morning and it is still going till the wee hours of the night.
Among the issues on table include army salaries, defence budget, Army University at Lugazi, construction of the railway line by army construction brigade among other items.
Today’s army council is a follow up of the high command meeting which took place yesterday at State Entebbe. The meeting was also chaired by Museveni.
Media reports had earlier indicated the high command was to discuss Gen. David Tinyefuza’s missive to the media at the beginning of the week.
However, insiders tell us the issue was not on the agenda since this was a normal and scheduled meeting by the high command to tackle the defence budget allocations.
“The issue of Tinye didn’t surface anywhere. This was a scheduled meeting and it had nothing to do with Tinye’s madness. The agenda for the meeting was prepared weeks ago,” the source said.
Tinyefuza aka Gen Tinye on Monday sent ripples down the spine of government when he published a missive that can best be described as SHOCKING.
Tinye whose reputation is that of a fiery army man sent the missive to the media over the weekend but it was only published on Monday. The missive was addressed to ‘Fellow Ugandans’ but it’s unclear what prompted it.
In the missive the soldier man ripped into ‘some actors who manage the affairs of the state’ for brutalizing ordinary Ugandans and others for using ‘coercive organs of the state to enrich themselves’ Tinye didn’t name any government officials but analysts say it was a veiled attack on police chief Gen. Kale Kayihura and KCCA boss, Jennifer Musisi.
Musisi, Kayihura don’t see eye to eye with Gen. Tinye since the former evicted the general from KCCA house in Kololo early this year.
Since then life has never been the same for Gen. Tinye who even reached the extent of changing his name to Gen. Sejusa.
