A crisis seems to be brewing between the Finance and Public Service ministries.
Uganda’s Public Service ministry on February 18, 2013 notified the Treasury that the Shs2.1 trillion allocated for salaries this Financial Year was getting exhausted and requested for supplementary allocation to pad the anticipated shortfalls.
The Treasury secretary has however questioned the logic of a decision by Ministry of Public Service officials to recruit new civil servants while failing to pay salaries of those already on the payroll. Mr Chris Kassami, also the Ministry of Finance permanent secretary, turned down a request for his ministry to effect re-allocations of the wage bill as suggested by acting Public Service Permanent Secretary, Ms Ada Kabarokore.
In a statement made on March 14 2013, Mr Kassami noted:“This ministry (Finance) cannot effect re-allocations of wage bill because we are not mandated to manage the wage bill”.
In the past three months, the two ministries have been in the spotlight over anomalies such as partial, over or non-payment of salaries for thousands of civil servants and missing pay slips for particularly teachers.
