Defense Minister Dr. Crispus Kiyonga has described Gen. David Sejusa’s claims of planned assassination of some senior officers in government as unfortunate and false.

Cabinet yesterday asked Kiyonga to explain allegations that there are criminal plans hatched to frame certain senior officers in government and the army to make it appear that they have committed serious and capital offences. He was also to explain the allegation raised by Sejusa that there was a plan to assassinate certain people perceived to be opposed to the Muhoozi project. Muhoozi Project is a political term used to describe President Museveni’s alleged plans to groom his son, Brigadier Muhoozi Kainerugaba, to succeed him.

The claims were contained in an April 29th letter written by General Sejusa commonly known as Tinyefuza, the Coordinator of Security and Intelligence Services.
In his letter, Gen Sejusa also called for an inquiry into claims that the police chief, Lt. Gen. Kale Kayihura, Brig. Muhoozi and Gen Salim Saleh are aware of the assassination plot.

Kiyonga told Parliament today that Sejusa, being a four star General, a historical member of the army and a Member of Parliament; he knows only too well the laws of the country and those that govern the Uganda Peoples’ Defense Forces (UPDF) in which he continues to serve.

Kiyonga assured Parliament that there has not been and there will never be such a criminal act as alleged by Gen Sejusa
He stated that such underhand and criminal methods have never been the way government and the UPDF work. He was at pain to explain that the army is cohesive, united and under effective command and control thus assuring the population that the country is safe.

Kiyonga also revealed that President Yoweri Museveni, the Commander in Chief of the armed forces, is taking appropriate measure to respond to what he called acts of indiscipline that have been portrayed to the population through the media and other means.

He then asked Parliament not to debate the statement in what he called the need to protect the population from further confusion. But the Deputy Speaker Jacob Oulanyah ruled against Kiyonga’s request saying it is provided for in the Parliamentary rules that any statement be debated.

Shadow Defense Minister Kaps Hassan Fungaroo said Gen Sejusa needs to explain himself in Parliament under what capacity he raised the issues.

Fungaroo also asked Kiyonga to explain the Muhoozi Project and whether the military allows projects of presidential nature when one is still in the army or not. He advised him to eject Brigadier Muhoozi from the army and ask him to go and contest in the Sub County elections to start as a councilor if he wants to be President.

Kasilo County MP Elijah Okupa praised Gen. Sejusa calling him courageous for speaking about the internal wrangles in the UPDF, stating that Kiyonga’s explanation is not enough.

General Elly Tumwine asked MPs not to cause undue excitement over the matter saying Gen. Sejusa could have woken up not feeling well or was emotionally affected by a statement by someone before he made the statement.

Milton Muwuma, the defence committee chairperson, asked whether Gen. Sejusa, who is out of the country, is out legally and on official business or he has fled and is scared of the law.

Kiyonga explained that he could not explain Sejusa’s travel adding that the military leadership at all levels has also never received any such letter with the said allegations.

Two days ago, the Chief of Defense Forces, General Aronda Nyakairima, warned General Sejusa of telling lies to divide the army.
