Health PS Lukwago to Appear Before Court Tomorrow

Health Ministry Permanent Secretary, Dr Asuman Lukwago is tomorrow morning expected to appear the Anti Corruption Court to plead to charges in connection to the theft of over one billion shillings from Global Fund.

Health Ministry Permanent Secretary, Dr Asuman Lukwago is tomorrow morning expected to appear the Anti Corruption Court to plead to charges in connection to the theft of over one billion shillings from Global Fund.

His court appearance arises from the May 28, warrant of arrest orders issued against him by Chief Magistrate Irene Akankwasa, directing police to arrest him and bring him to court tomorrow.

This was after he failed to appear in court that day to plead to the charges.

Dr Lukwago is accused of conspiring with 3 other officials to steal the said monies from the Health ministry’s Global Fund project. The alleged offense happened between November and December last year.

He is jointly charged with Mr Ponziano Nyeko, an Assistant Commissioner in the Health Ministry, Mr Alex Gumisiriza, Finance Manager, Global Fund in the Health ministry and Mr Sabiiti Tibaijuka, former police officer.

The PS faces a separate charge of neglecting his official accounting duties when he failed to ensure the proper expenditure of the ministry’s funds according to the Public and Accountability Act 2003.

Prosecution accuses him of failing to ensure the propriety of the expenditure of the MOH by signing Security Paper No. 186271 thereby authorizing Bank of Uganda to credit a fraudulent bank account in the names of National Medical Stores (NMS).

His court appearance comes barely two weeks after one of his co-accused; Mr Sabiiti had appeared before the same court on May 28 and he was accordingly, charged.

He denied the 3 counts of forging documents that among others included; a certificate of Registration, Partnership Deed and Company Resolutions in order to open an account at ABC Capital Bank Ltd in the names of NMS.

He is currently on remand at Luzira prison.

Save money for the already suffering local people in villages and beef up security to curb human sacrifice, wanton rape, robbery e.t.c We are fed up with the lousy trials where the big fish are left off the hook as fast as they were brought, then they receive a Heroes’ welcome in their political circles.
