Sheema District LC5 Chairman, Pastori Mugisha survived being censured in recent meeting by councilors after he failed to account for 300,000.According to sources, the money was meant to facilitate his trip to Mityana but he never went there.
When we contacted one of the councilors on phone, she confirmed that Pastori and ally the LC5 councilor for Kitagata Muhammad Musisi were grilled by the house members before they produced the money.
In a heated council meeting, Elidad Mwesigye the councilor for Kasana sub-county moved the motion to censure Mugisha.
“Mr. Speaker I am shocked and surprised to see that our leaders who are supposed to fight corruption are the ones promoting it.”Mwesigye said.
“Mr. Speaker I am of the view that Mr. Mugisha should step a side pending investigations into his case.”
However, the chairman was saved by two councilors who asked the speaker to let Mugisha table his side of the story before they cold act.
In his defense, Mugisha revealed that he lost a relative which prompted him to cancel the trip. He later produced the money.
Insiders also reveal that Chairman Mugisha has been involved in many cases involving Diddling with District money. These corrupt officials failed to swindle some money that was meant to construct a health unit in the district and ended up returning it back to the Ministry of local Government last financial year.
It should also be noted that previously the Chairman was accused of delaying rehabilitation of Kasana-Rukondo-Kitagata road because he had swindled the money. After lying that the road was being worked on, councilors pinned him and he apologized in shame.
