In the letter, Alupo explains that she has received guidance from the solicitor general confirming that the current FUFA is illegal under the laws of Uganda.

She says that solicitor general notes that FUFA whose affiliation to FIFA in 1959 was supported by government of Uganda has been since 2009 operating as FUFA Ltd, a private company Ltd by guarantee which is inconsistent with the law.

She also explained that the incorporation of FUFA Ltd as a private company is contrary to the provisions of the National Council of Sports (NCS) Act Chapter 98.

Alupo says that owing to the legal advice by the solicitor general, government intends to take appropriate measures in public interest with the objective of improving the management of soccer in Uganda.
