2 Police Officers Arrested Over Rakai Shooting

Police in Rakai district is holding two policemen and three civiliansfollowing a scuffle that led to the shooting of a student at a graduation party in Lwanda Sub County.

Rakai District police Commander, Francis Tumwesigye told journalists that Corporal John Ekyensi the O.C of Kasasa police post and Constable Samuel Buyimba are being detained at Kyotera police station on charges of negligence and injuring Duncan Ssenyama, a S.2 student of Kabale-Sanje secondary school.

Ssenyama was shot in the right thigh yesterday during a graduation party for Mr. Asuman Lubega, a graduate from Islamic University in Uganda.He is admitted at a private clinic in Kyotera town.

Tumwesigye says Ekyensi did not follow the proper procedure in deploying the two police constables to the party.  He explained that Police post officers are not allowed to deploy and giveaway guns without the knowledge of the district police commander as witnessed in the case at hand.

The party host Saidi Ngobya said that the two police constables intervened to calm the gang of angry youths who were fighting amongst themselves.

However, the errant youths suddenly turned against the police officers, pelting stones that hit one of them, severely injuring his forehead.

The Injured officer, Samuel Buyimba fired the shot, allegedly to scare away the youths. However, Tumwesigye says Buyimba used excessive force against unarmed civilians.

The three arrested civilians are identified as Gordon Wante (17years), Joseph Lukyamuzi (20years) and Paul Lukwago all charged with assaulting uniformed officers.
