Hon. Oguttu said the President emphasized public administration at the expense of agriculture, which on top of food provision, provides the highest job creation potential in the country.

“Food is the biggest driver of the cost of living and therefore the focus should be on investment in agriculture in order to raise living standards and the quality of life,” he said, while presenting a response to the President’s State of the Nation Address, delivered to Parliament on June 4, 2015.

Members of Parliament are scheduled to debate the motion that thanks of Parliament be recorded for the clear and precise exposition of government policy contained in the Address on the State of the Nation by the President.

Hon. Hamson Obua moved the motion for the debate, saying that the President had highlighted major successes of government in the 2014/2015 financial year and showed priority areas for the new financial year.

Hon. Oguttu said the alternative government “would deliver an economy underpinned by strong agricultural, industrial and services sectors anchored on the citizens, with the private sector playing a dominant role in building a modern knowledge-based economy.”
