Kayihura Gave Orders that we be ‘Executed’—Oguttu

Leader of Opposition in Parliament, Rt. Hon. Wafula Oguttu has said that Inspector General of Police Gen. Kale Kayihura gave orders that Forum for Democratic Change officials travelling to Rukunguri be “executed” on Saturday.

Addressing parliament yesterday, Oguttu said that the incident would have marked one of the darkest days in the current parliamentary tenure.

“IGP Kale Kayihura gave the orders that were executed by Maxwell Ogwal the Regional Police Commander of Masaka,” he said, adding “The incident would have marked one of the darkest days in your tenure as Speaker; many members of parliament would be lying in state.”

He said that while on the way driving, the Police placed a metallic object on the road after he passed and Hon. Amuriat’s car rammed into it, forcing Hon Ibrahim Semujju’s car to veer off the road and getting into contact with a police car.

Oguttu said that ever since Kayihura took over office there have been more than 100 murders by police and they haven’t been charged or conclusively tried.

“We are going to press charges on the Police soon, we should have a select committee to investigate the conduct of Police.”

Cecilia Ogwal accused police of promoting pornography.

“Is there substance abuse among the police or do they promote pornography because they always tear women’s legs apart.”

She said that she mourn for the Late Aronda who promised that the Police would not maliciously handle Ugandans, he went too soon.
