State Minister for Internal Affairs James Baba has told legislators on the parliament defence committee that Besigye was arrested yesterday after attracting large crowds.
The committee tasked the cabinet minister Hon. Rose Akol and state minister James Baba to present a statement on Kizza Besigye’s arrest when the duo were presenting the ministry budget.
“Kizza Besigye left his home at 10am. On reaching Kalerwe he attracted big crowds which destructed traffic. Police intercepted him at Mulago round about and advised him to use Yusuf Lule road but he refused. Police arrested Kizza Besigye and detained him at Kiira road Police Station before transferring him to Naggalama,” Affairs James Baba told the committee.
He said Besigye will be charged under the Public Order and Management Act.
“Why can’t you make safe passage for Kizza Besigye? And we see what he will do,” asked Lwemiyaga County MP Theodore Ssekikubo.
Adding; “You should have allowed Besigye to join his people in Najjanankumbi. You should find lasting solution to this Ping-Pong.”
Besigye was arrested minutes after leaving his Kasangati home for the first time since 18th February presidential elections.
Police in statement yesterday morning warned Besigye to desist from unlawful plans of driving “in a procession from Najjanankumbi through Clock Tower to Container Village which is one of the most highly populated areas in Kampala City.”
However, Besigye’s procession grew bigger from Kasangati on his way to town.
He was joined by boda boda riders and the procession became a security threat before reaching the central business centre.
