Kampala – The High Court in Kampala has dismissed an election petition filed by Nakiyi Julius Muntu against Vicent Woboya, who won the September 4th, 2020 National Resistance Movement (NRM) Budadiri East Member of Parliament Primaries.
Nakiyi petitioned the High Court last month seeking nullification of the victory of Woboya, claiming the electoral process for the party primaries was marred with irregularities. Nakiyi sued both the NRM and Woboya as first and second respondents respectively.
‘’That the first respondent conducted these elections with no electoral materials in that many sub-counties did not have declaration of results forms leading to agents to write results in small books. The applicant has filed civil suit No.307 of 2020 for a permanent injunction ordering the respondent to cancel the purported concocted results and a declaration that the applicant won the election’’, reads in part Nakiyi’s case.
But Justice Musa Ssekaana, the Deputy Head of the High Court Civil Division while delivering the judgment said: “Court evaluated the petition and the evidence presented lacked merit. I hereby dismiss the petition with costs’’.
Woboya won the race with 18,332 votes against his rival Julius Muntu who polled 13,019 votes. Others in the race were Kiwungulo John with 403, Richard Masereje 5,728, Wanzira Godfrey polled 7,535 votes.
In his affidavit, Nakiyi accused the NRM party electoral commission for allegedly failing to manage the Budadiri East NRM party flag bearer elections in a proper manner, a ground dismissed by court.
There was jubilation all over Budadiri East after the news of the High Court dismissing the primary election petition filed by Nakiyi reached the ears of Woboya’s supporters.
Woboya said after the court ruling that his win was God’s plan and that the election petition was malicious.
“I thank God for having prevailed over this matter and I thank the people of Budadiri East that voted me the flag bearer and kept praying for me during the court process until today when the court issued judgment in my favour. Thank you God, and all of us should know that leadership comes from the almighty,’’ said Woboya.
In 2005, Woboya joined the Office of the Prime Minister (OPM) and served as a Senior Assistant Secretary to the First Deputy Prime Minister. By 2010, he had served in that capacity as the P.A. to General Moses Ali and Professor Kabwegyere. In 2011, Woboya was appointed Principal Disaster Management Officer in the Office of the Prime Minister, a position he held until 2015 when he resigned to join elective politics.
In 2016, after winning the NRM chairmanship for Budadiri County East, Woboya won his maiden election on the NRM party ticket and became a member of the 10th Parliament for the Pearl of Africa.
Woboya has fulfilled his promises for the previous campaign made in 2016 including revamping the constituency road network especially in the area where the terrain is very poor, health, education and to continue sensitizing the people of Budadiri East to value education, lobby government to reconstruct the roads and help people know how to value government programmes and above all legislate for Budadiri constituency.
This is one reason he was elected back as the NRM Flag bearer for Budadir East.
