Busoga Chief Annuls Cabinet Appointments

Daudhi Kaunhe Wakhooli, the head of Busoga Royal council, has denounced the appointment of the kingdom prime minister and cabinet after he faced censure over indiscipline, unethical and unconstitutional conduct.

A team of nine chiefs from nine chiefdoms of Busoga kingdom last week signed a document giving the Kaunhe, the Isabalangira, up to August 8, 2014 to come and defend his acts or face censure as Isabalangira and acting Kyabazinga.

In July 2014, Kaunhe appointed 15-man cabinet with Fred Mukisa as Prime Minister without consulting the council.

Kaunhe has now written a letter to members of the Chiefs royal council and Busoga Lukiiko, admitting that he made the appointment of Busoga prime minister and cabinet alone contrary to the provisions of the kingdom’s constitution. He annulled the appointments with immediate effect.

Yasin Waguma Ntembe, the Chief from Butembe County, says it has become a habit for Kaunhe Wakhooli to violate the constitution since the death of the Kyabazinga of Busoga Henry Wako Muloki in 2008.

The chiefs accuse him of failing to organize elections of a Kyabazinga within 60 days after the death of Muloki and now as Isabalangira he has overstepped his powers by appointing a cabinet without consultation.

Ntembe says from now on appointments and resolutions must be guided by an attorney in order for royal chiefs not to make legal flaws.

Patrick Izimba Gologolo, a chief from Kigulu County, says it is a sign of disrespect for the Isabalangira to take unilateral decisions yet he was elected by the council.

Gologolo says such selfish tendencies have ruined Busoga kingdom since the death of the Kyabazinga in 2008.
