Fresh documents obtained by Red Pepper have laid bare the inner workings of the Shs26.586 billion CCTV maintenance contract now at the centre of a widening corruption scandal that has already sent senior government and police officials into panic mode.
The explosive records reveal exactly how the money was supposed to be spent under a contract awarded by the Uganda Police Force on behalf of the Government of Uganda to Dealan Associates (U) Ltd for maintenance of the country’s national CCTV surveillance network.
Documents obtained by Red Pepper show that on June 6, 2024, the Uganda Police Force entered into a formal agreement with M/S Dealan Associates (U) Ltd under Procurement Reference No. UPF/NCONS/2023-2024/CFC/000015.
The contract was signed on behalf of Uganda Police Force by Police Undersecretary Aggrey Wunyi (now on forced leave) and witnessed by Police legal officer (under Procurement and Disposal Unit) Robert Mukasa.
On the contractor’s side, the agreement was executed by Dealan Associates Managing Director Barbra Katisi.
The agreement covered maintenance services, technical support upgrades, software licences and spare parts for Uganda’s CCTV network.
THE BREAKDOWN
Under the contract, Dealan Associates was expected to provide hardware support services worth Shs7.83 billion, software subscription and support services valued at Shs7.57 billion, operational tools services worth Shs3.65 billion, operation and maintenance services valued at Shs2.28 billion and consumable materials worth Shs1.18 billion.
The total contract value stood at Shs26.586 billion, tax inclusive.
The contract clearly stated that Dealan Associates would provide the required supplies and services and remedy any defects, while Uganda Police Force would in turn pay the agreed contract price in accordance with the terms of the agreement after a competitive bidding process.
But what should have been a routine maintenance contract would soon explode into one of the biggest corruption scandals to hit the country’s security establishment.
The scandal has already claimed high-profile casualties.
Ministry of Internal Affairs Permanent Secretary Lt. Gen. Joseph Musanyufu, Police Undersecretary Aggrey Wunyi and AIGP Felix Baryamwisaki, the Director of ICT at Uganda Police Force, have all been sent on forced leave as investigations intensify.
The entire scandal traces its origins to a shocking complaint that reportedly landed directly on President Yoweri Museveni’s phone.
According to documents obtained by Red Pepper, the saga exploded on March 21, 2026 when Dealan Associates MD Barbra allegedly contacted President Museveni directly over unpaid funds relating to the CCTV maintenance contract.
It emerged that work had been done by Dealan and was supposed to be paid Sh.26 billion. The Police instead inflated the figure to Sh.31 billion and, later on, to Sh.61 billion but only paid her Shs3.8 billion. Efforts to recover the balance were allegedly met with kickback demands with one Hassan Mukiibi as a broker.
The complaint triggered immediate action from the Head of State to Brig. Gen. Henry Isoke, the head of the State House Anti-Corruption Unit, to Ministry of Internal Affairs Permanent Secretary Lt. Gen. Joseph Musanyufu, to Inspector General of Police and back to Police Undersecretary Aggrey Wunyi who signed the contract on behalf of Government.
Red Pepper has since established that President Museveni later received a preliminary report from outgoing Internal Affairs Minister Maj. Gen. Kahinda Otafiire detailing alleged corruption concerns within both the Ministry of Internal Affairs and Uganda Police Force.
That report reportedly became the basis for the decision to send Musanyufu, Wunyi and Baryamwisaki on forced leave pending completion of investigations.
According to information contained in the President’s communication, the CCTV project originally stemmed from a partnership between the Government of Uganda and Chinese technology giant Huawei.
The system was installed as part of government’s efforts to combat crime through advanced surveillance technology.
However, after Huawei was affected by sanctions imposed by the United States and European Union in 2019, government reportedly selected Dealan Associates to undertake maintenance of the CCTV infrastructure.
President Museveni revealed that there was a period when government lacked funds to pay the contractor.
According to the President, Maj. Gen. Otafiire later engaged the Ministry of Finance and successfully secured Shs31.37 billion to facilitate payment.
But that is where the scandal allegedly deepened.
The President stated that officials allegedly frustrated payment processes by demanding kickbacks through an individual identified as Hassan Sserunjogi.
The allegations transformed what initially appeared to be a payment dispute into a full-blown corruption investigation involving some of the most sensitive security projects in the country.
The CCTV network itself represents one of Uganda’s largest security investments.
Police installed a total of 5,709 CCTV cameras nationwide in two phases.
The network was intended to strengthen crime prevention, investigations and national security monitoring.
However, officials have repeatedly reported technical disruptions, vandalism, connectivity failures and damage caused by road construction activities, all of which require continuous maintenance and support.
