The dark secrets of a rogue police officer who slapped a young female cashier at a Shell fuel station in Kyanja have come to light, shocking Ugandans nationwide.

The officer, ASP Clive Nsiima Barigye, attached to the Counter Terrorism Directorate’s Oil and Gas Protection Unit, was caught on CCTV slapping the girl twice after she reminded him about an unpaid Shs30,000 fuel bill.

Sources say the intoxicated officer, dressed in civilian clothes, had reportedly picked beer and condoms before turning violent.

 “I am parking; have you ever driven such a car?” he is heard bragging. “She’s disturbing me over Shs30,000. Do you think I can run away with Shs100,000? I can slap you even with these cameras here and tomorrow we go to court.”

Reports indicate this was not the first time the errant cop had taken items from the same supermarket without paying.

The video’s release has triggered public outrage, forcing top police commanders to disown his conduct.

Police spokesperson Kituuma Rusoke confirmed Nsiima’s arrest, saying, “I hereby confirm that he has been arrested.”

The CID Director, AIGP Tom Magambo, also condemned the act: “My colleagues and I condemn such isolated behaviour. An internal investigation is ongoing to guide further action.”

Retired AIGP Asan Kasingye lashed out at Nsiima on X (formerly Twitter): “We never did the things you did against an innocent woman at Shell Kyanja. Who do you think you are? Malala oba maalo? You’re a disgrace & deserve a kick at your backside from the force!”

A trail of violence and impunity

Nsiima reportedly hails from the Ankole royal family of Prince Barigye, and is said to be calm when sober but dangerously aggressive after drinking.

During the COVID-19 lockdown, he allegedly opened fire at revellers at Birunga Bar in Ntinda, injuring several. He was arrested but released in less than six hours.

In another shocking incident, he pulled a gun on Buganda Prince David Wasajja after accusing him of blocking his car — no action was taken.

While serving in Hoima, he was named in a hit-and-run that left a pregnant woman and three others injured. Their fate remains unclear.

In yet another case, he reportedly brandished a pistol at Premium Liquors, Lugogo, broke glass cabinets, and locked a boda rider in his car boot. He was detained for 10 hours and forced to pay Shs4.5 million in damages.

The assaulted cashier has been identified as Pellan Atwijukire, reportedly a granddaughter of Christine, the former Personal Assistant to ex–IGP Gen. Kale Kayihura. Sources say Christine’s intervention played a key role in Clive’s arrest.

However, insiders fear the officer could be released anytime from Railway Police Station due to the influence of powerful UPDF generals linked to his royal lineage.

For many Ugandans, the incident has reignited debate over impunity among armed officers and the unequal application of justice when suspects have powerful connections.
