As he navigated life within Kyaka II Refugee Settlement in the Kyegegwa District of southwestern Uganda and later encountered the highly competitive environment of urban Kampala, he came face-to-face with a devastating reality affecting refugee youth across the country. While many young refugees found themselves trapped by circumstance, Topistar refused to allow an entire generation to be defined by dependency. Instead, he stepped forward and began building pathways that could connect refugee youth to opportunity, visibility and economic empowerment.
Over the last few years, he has organically evolved into what many describe as an entrepreneurial president and one of the most influential youth refugee leaders in Uganda. By bridging the gap between isolated refugee settlements and Kampala’s fast-moving commercial ecosystem, he has given a forgotten demographic something many believed impossible: a legitimate platform, a powerful voice and a functioning economic engine— TDC Creatives.

Under TDC Creatives, four expanding divisions have been strategically developed to target different sectors of modern youth culture, transforming vulnerability into professional skills and economic opportunities.
The Four Pillars of TDC Creatives
The first pillar is TDC Tech, a division focused on cultivating digital sovereignty among refugee youth.
Recognizing that the global economy is increasingly driven by technology, digital content and online entrepreneurship, Topistar views digital literacy as one of the most powerful equalizers available to marginalized communities.
Through TDC Tech, young refugees in both Kampala and Kyaka II are trained in web design, content management and digital asset growth. The objective is not simply education but empowerment. By transforming marginalized youth into independent digital creators and professionals, TDC Tech enables them to overcome geographical limitations and access income opportunities on the global stage.
The second pillar is TDC Mannequin Agency, an initiative that seeks to restore pride and self-expression through fashion and modeling.
For decades, the fashion industry has largely overlooked displaced communities. Topistar’s agency is changing that narrative by creating a premium platform specifically designed to identify, mentor and professionalize emerging runway and commercial models from refugee backgrounds.
The agency blends contemporary urban streetwear with cultural pride, giving young men and women an opportunity to showcase their talents while reclaiming ownership of their stories. Through fashion, participants are encouraged to see themselves not as victims of displacement but as confident individuals capable of commanding attention on professional stages.
The third pillar is TDC Gangs, a music label dedicated to amplifying the voices of refugee youth through artistic expression.
Understanding that music serves as both a cultural force and a therapeutic outlet, Topistar established the label to identify and nurture talented artists from urban settlements and refugee communities.
Operating from Kampala, TDC Gangs scouts raw musical talent and provides artists with a professional environment where they can develop their careers. Through a fusion of hip-hop, Afrobeats and dancehall, young performers are given the tools to process trauma, tell their stories, monetize their creativity and attract international audiences.
For many artists, the platform represents their first opportunity to transform personal experiences into professional success.
The fourth pillar is TDC Charity & Orphanage, the humanitarian backbone of the entire ecosystem.
While entrepreneurship and creative industries remain central to his vision, Topistar maintains that meaningful development cannot exist without compassion and protection for society’s most vulnerable members.
TDC Charity & Orphanage conducts targeted outreach programs for orphans and neglected children across Uganda and the Democratic Republic of Congo. Through direct support initiatives, the organization provides access to nutrition, clothing and essential educational materials.
The mission is simple but powerful: ensuring that vulnerable children survive today’s challenges so they can become tomorrow’s innovators, leaders and creators.

Taken together, these four pillars form what supporters describe as a blueprint for sustainable refugee empowerment.
At only 21 years old, Topistar Di Congo has already established himself as a pioneering figure in youth-led refugee integration across East Africa. His journey demonstrates that transformative leadership does not necessarily depend on institutional funding or political influence.
Instead, his model is built upon an unwavering commitment to human dignity, equity and opportunity.

From the refugee camps of western Uganda to the commercial centers of Kampala, his influence continues to grow.
