His Highness the Kabaka of Buganda, Ronald Muwenda Mutebi II shocked his subjects last Saturday when he abruptly reshuffled his Cabinet ministers, Red Pepper has learnt.
In his reshuffle, not only ministers were affected but also head of different departments.
Under the office of the premier, Kabaka dropped the second deputy premier, Muhammad Ssekimpi and replaced him with Twaha Kawaase who has been his minister for education. He also named senior lawyer; Apollo Nelson Makubuya, as third deputy premier and retained Ambassador Emmanuel Ssendaula as first deputy Premier.
Kabaka also dropped Eva Nagawa Mukasa who has been the Kingdom’s long serving Treasurer, and replaced her with Robert Wagwa Nsibirwa, while David F.K.Mpanga, remained as Buganda’s attorney general and Nelson Kawalya, as speaker of the Buganda Lukiiko, and deputized by Ahmed Lwasa.
He also named city female lawyer Christine Mugerwa Kasule, Minister in charge of Lukiiko and Cabinet Affairs. Mugerwa has been the Minister for communal activities (Bulungi Nsi), while Martin Sseremba Kasekende is now minister in charge of Land, Agriculture and environment, and William S.K. Matovu, Minister for Nkuluze and advisor on Lubiri affairs.
In the same development, Denis Walusimbi Ssengendo, who has been the Kingdom’s Spokes person and Minister for Information is now the minister in charge of Culture, Tradition, and Tourism and is replaced by Noah Kiyimba. Kabaka also retained his long time friend of Indian-Ugandan origin-Mohamood Thobani as his minister for Trade, and Cooperatives, and also retained Mukwaya Medical Centre boss, in Nsambya-Dr. Ben Kiwanuka Mukwaya as Minister for Health.
Others include; Hajjat Mariam Nkalubo Mayanja (Minister in charge of Gender, Women and Kabaka’s Visits), Henry Ssekabembe Kiberu (Minister for Youths, Sports and Leisure), Joseph Kawuki (State Minister for Local Government), Prosperous Nankindu Kawuma (State Minister for Education), Richard Mulema Mukasa (State Minister for Finance), Ritah Namyalo Kisitu (State Minister for Tourism), Sylvia Mazzi (State Minister for Research), Yusuf Wamala Ggagawala (State Minister for Culture and Tradition), Charles Wamala Bwenvu (State Minister for Foreign Affairs), and Hajji Amisi Kakomo (State Minister for Agriculture)
Meanwhile, Kabaka also made changes among his heads of Departments and they include; William G. Naggaga (Permanent Secretary in Office of the Katikkiro), David Kyewalabye Male (Director Buganda Land Board), Michael Kawooya Mwebe (Director-CBS-Radio), Jessica Nanyonga (Director-K2 Telecom), Lilian Bukirwa Kaddu (Director-Nnamulondo Investments), Roland Ssebuwufu (Director-BICUL), Christopher Ssebuliba (Chairman Culture, Tourism), Daniela Nakayenga (Director Majestic Brands Limited), Douglas Danstan Mukiibi (Coordinator Muteesa Royal University), David Ntege (Clerk for Lukiiko and Visitors),Josephine Nantege Ssemanda (Deputy Clerk to the PS ),Prof. Arthur Sserwanga Lubowa (Vice Chancellor-Muteesa I Royal University), Anthony Wamala (Director Buganda Royal Institute), David Serebe Bunnya (Head of Monitoring), Daudi Kikomeko (Revenue Officer), Victoria Nabiteeko (Resource Mobilization Officer), Kaddu Kiberu (Advisor on Industries, Trade in the office of the Katikkiro) and Fred Masagazi Masaazi (Advisor on Luganda language)
