Kato Lubwama in Hot Soup as Makerere Agrees to Revoke his Diploma

Makerere University has agreed to recall the Diploma awarded to Lubaga South Member of Parliament Hon Kato Lubwama, if legally required to do so.

Makerere’s Academic Registrar Alfred Namoah Masikye in a response letter to Lubwama’s accuser Habib Buwembo, said if there is a court order to this effect, the university would not hesitate to recall the said Diploma.

Buwembo claims the diploma was wrongfully awarded to Lubwama by the university in January 1995.

Namoah wrote, “The request of Buwembo requiring Makerere University to recall and revoke the Diploma in Music Dance and Drama…will be fully complied with when presented with a court order to that effect.”

This response from the university was yesterday presented before the Chief Magistrates Court in Mengo, where Buwembo rushed and filed an application for access to information, through the Center for Legal Aid.

As requested by Buwembo, the Academic Registrar attached to this letter the details of Makerere’s Special University Entrance Examinations for Diploma Programs in 1992, as well as the policies on the University’s Mature Age Scheme, through which Lubwama was admitted.

Under the mature age entry scheme at that time, candidates above the age of 25 were eligible. These must have completed formal education at least 5 years back, before applying for the program.

The candidates as a requirement also needed to present a post-secondary education certificate in its original form.

Those who successful sat and passed the oral and written exams thereafter were considered for admission.

However, according to Buwembo, Kato Lubwama was admitted at Makerere without fulfilling either one of these requirements.

First, he was 22 years old at the time he applied, and not 25.

Secondly, he had completed his O’ Level only four years back before he applied, and not the required five years.

Thirdly, because he failed his Secondary Exams getting Result 7, he was not presented with a Certifiable by the Uganda National Examinations Board (UNEB). In his application for the Makerere program, he only presented a pass slip, which the Academic Registrar confirmed in his letter to Buwembo.

Basing on these flaws, Buwembo through the Center for Legal Aid, have determined to file an application seeking cancellation of Lubwama’s diploma.

Being that they filed another case at the High Court which is already ongoing, Buwembo said that he will seek guidance from his lawyers on conjoining the Mengo Court and High Court Cases, and then file the application for the termination of the diploma at High Court.
