A recent declaration by President Yoweri Museveni that he controls both UPDF and the money, is another distraction meant to plunge Ugandans into a state of hopelessness, FDC President Maj Gen (Rtd) Mugisha Muntu says.

Muntu described the statement as a physiological warfare against the citizens. He was responding to remarks made by president Museveni on a campaign trail in Busia recently.

The president reportedly told voters to elect the NRM candidate, whose chairman controls the money and the army.

In an unusual militarist tone, Muntu warned that it isn’t the duty of the President to decide when to hand over power because the mandate lies with the people.

“Should the people say we no longer want you, Museveni has no option but to leave. However the President is trying to create a situation where the population gives up, he is looking for Ugandans to surrender at psychological level,” Muntu said.

Muntu further warned the soldiers to act professionally and only support a government that has been voted by the people as per requirements of the constitution.

“I didn’t go to the army to fight for Museveni as a person, we only came together because we had a common belief and that’s why we made sacrifices, some people got maimed and some are still in uniform. They represent the idea,” he said.

He expressed disappointment over people who claim that those who fell out with Museveni fell off the track and adds that; “instead Museveni has abandoned the track.”
