Masaka Municipality, which was the best performer, had 54.1% of its students in the first division while Bushenyi had 47.5%, Mbarara 46.2% and Rukungiri 43%.

Yusuf Nsubuga, the commissioner of primary education says Urban districts have continued to perform much better than rural ones due to a number of factors.

A total of 604,971 candidates from 11,904 centers registered for PLE in 2014. Of this number 471, 914 (78.5%) were Universal Primary Education-UPE beneficiaries.

Only 133,057 (21.5%) of candidates were not in UPE.

The worst performed subject overall has been English followed by Mathematics and Science. Social Studies and Religious Education have been the best performed, a trend maintained from 2013.

In 2012, English was the best performed followed by Social Studies then Science and mathematics.

Mathew Bukenya, the secretary Uganda National Examination Board-UNEB says despite the good quality of work by candidates, the performance of science subjects is still poor.

The results of 1344 candidates were withheld for cheating. Jessica Alupo, the Education minister said they had noted external assistance outside of the examination room for candidates as a new form of malpractice.
