Mbarara LC2 Bosses Warned: Keep Off Land Deals

MBARARA — LC2 chairpersons in Mbarara City North Division have been warned against involving themselves in land transactions, with leaders directing them to concentrate on resolving land disputes within their mandate.
The warning was issued during the swearing-in ceremony of 13 newly appointed LC2 chairpersons at the division headquarters in Kakiika, Mbarara City.
Division leaders and officials from Mbarara City cautioned the newly sworn-in chairpersons against using their official stamps and signatures to facilitate land transactions, warning that such actions could land them in trouble.
Mbarara City North Division Mayor Gumisiriza Kyabwisho told the LC2 bosses to know their limits and only handle matters within their jurisdiction.
“You are the judges of LC2 courts, but do not enter into cases which are above you. You are supposed to handle civil cases. Don’t be tempted to get into cases which are not yours. You must have a limit, otherwise you will get into troubles,” Kyabwisho warned.
He also cautioned the chairpersons against misusing their official stamps and demanding money from residents in land-related transactions.
“Use these stamps carefully. Leave the LC1s to do their role. Don’t use stamps and ask for money; it’s not in your mandate,” he said.
Mbarara City North Division Town Clerk Vianey Byomuhangi also urged the LC2 chairpersons to operate within their jurisdiction and avoid conflicting with the responsibilities of LC1 leaders.

Byomuhangi said LC2 chairpersons are mandated to handle land disputes and other cases that are beyond the capacity of LC1s, but should not witness, sign or participate in land transactions.
“LC2 chairpersons, you are supposed to supervise LCs and coordinate all the activities of LC1s. You are not supposed to witness, sign or participate in land transactions in any cell. Your role is to handle land matters when they come to your offices,” Byomuhangi said.
He further urged LC1 and LC2 leaders to clearly distinguish their roles to prevent conflicts and abuse of authority.
Byomuhangi also reminded LC1 chairpersons to avoid taking on land cases outside their mandate, saying land disputes begin at the LC2 level.
Meanwhile, Francis Kambamu, the newly sworn-in LC2 chairperson for Rwemigina Ward, pledged to properly handle land disputes in his area without interfering in land transactions handled at the lower level.
Kambamu also appealed to the division leadership to involve LC2 leaders in the implementation of government projects brought to their respective wards, saying their involvement would improve coordination and community participation.
