MILESTONE! Janet Museveni to Commission UVTAB National Skills Assessment Centre
KAMPALA — The newly constructed eight-storeyed headquarters of the Uganda Vocational and Technical Assessment Board (UVTAB) at Kyambogo Hill will be officially commissioned on Friday, January 9, 2026, by the Minister of Education and Sports, Hon. Janet K. Museveni. The facility was purposefully designed to serve as a National Skills Assessment Centre.
Completed in a record three years, the state-of-the-art complex brings together all UVTAB staff who were previously operating from multiple locations, including Plot 7, Valley Drive, Ntinda; Plot 2, Suuna Road, Ntinda; and along Jinja Road. The consolidation into a single, purpose-built Assessment Centre is expected to significantly enhance operational efficiency and service delivery. The UVTAB Printery will, however, be established separately at Namanve Industrial Park.
The integration of assessment processes and activities under one roof is expected to enable UVTAB to deliver faster and higher-quality services to its clients, while simultaneously reducing administrative costs to both the taxpayer and the institution.
UVTAB Executive Secretary, Onesmus Oyesigye (CPA), said the Assessment Centre provides modern office facilities designed to support both current and future work methods across all departments. He added that the facility significantly enhances the security of critical UVTAB computers and records through the deployment of state-of-the-art systems and round-the-clock security.
The commissioning of the facility comes as UVTAB marks the successful assessment of 275,963 candidates since the commencement of assessments on March 15, 2025, in line with the TVET Act, No. 3 of 2025.
Construction of the UGX 25.6 billion facility commenced on March 23, 2022, and was completed on February 21, 2025, with full funding provided by the Government of Uganda. According to Oyesigye, UVTAB will save at least UGX 189.8 million annually in rental costs following the completion of the Assessment Centre.
Rising prominently on Kyambogo Hill, the modern complex comprises an eight-storey main block and a three-storey Short Tower, with a total floor area of 6,499.6 square metres. The facility includes a state-of-the-art auditorium, two fully equipped boardrooms, several mini meeting rooms, and two dedicated innovation and incubation hubs, providing ample space to accommodate UVTAB’s growing staff and evolving institutional needs.
The Assessment Centre also features a dedicated parking area with capacity for up to 60 vehicles to serve staff and stakeholders. In line with staff welfare and inclusivity, part of the ground floor has been designed to accommodate a crèche for breastfeeding staff, while the sixth floor will house wellness facilities, including a gym and sauna.
Equipped with cutting-edge ICT innovations, the building is designed as a high-performance facility. Its integrated systems include access control, modern lighting, reliable water and security systems, lifts, a standby generator, firefighting infrastructure, UPS power backup, air-conditioning, and a public-address system to ensure safety, efficiency, and uninterrupted operations.
Architecturally, the complex incorporates a central core atrium that enhances natural ventilation, significantly reducing reliance on mechanical cooling. With the completion of the project, UVTAB has consolidated its operations by relocating from its rented offices in Ntinda and along the Lugogo Bypass to the newly built Assessment Centre on Kyambogo Hill.
