Road to 2026! Museveni Posters Resurface at Entebbe Airport
President Yoweri Museveni’s posters have once again appeared at Entebbe International Airport, signaling the early stirrings of the 2026 election campaign. The move comes with a reminder of a past controversy involving the Civil Aviation Authority (CAA).
In 2022 Efrance Musimenta Mbagaya, the CAA’s then Acting Director of Human Resource and Administration, lost her job after allegedly ordered the removal of President Museveni posters from Entebbe Airport during the 2021 elections.
On top of losing her job, Mbagaya was arrested and is still battling charges for allegedly destroying Museveni’s posters that had been pinned at CAA offices in Entebbe in November 2020.
Mbagaya was arrested after she ordered the removal of the posters, arguing that the CAA, as a public institution, is constitutionally barred from engaging in partisan politics.
The return of Museveni’s posters at Entebbe International Airport underscores the continuing tension between public institutions and partisan politics, and serves as a reminder of the precarious position of officials like Mbagaya who attempt to act otherwise.
