SHAKE-UP IN THE COURTS! Museveni Hands Kazibwe, Alum Powerful Judiciary Jobs

Fresh power shifts have hit Uganda’s Judiciary after President Yoweri Museveni appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice and Agnes Alum as Chief Registrar in a major reshuffle at the top of the courts.

The appointments, announced Thursday by the Presidential Press Unit, now place Justice Kazibwe on course to become the country’s second most powerful judicial officer once Parliament clears him through vetting.

Kazibwe is expected to replace Justice Richard Buteera, who is approaching retirement after serving as Deputy Chief Justice since 2020. If approved, Kazibwe will take charge of the Court of Appeal and Constitutional Court at a time the Judiciary is drowning in case backlog, election petitions and endless delays in delivering justice.

Known in legal corridors as a heavyweight appellate judge, Kazibwe has spent years handling sensitive constitutional and civil battles at the Court of Appeal. Before that, he served as a High Court judge and built a reputation as one of the Judiciary’s influential insiders.

His new assignment comes with massive pressure as courts race to modernise operations through digital reforms while battling complaints over slow justice and congested case files.

At the same time, Museveni also elevated Agnes Alum to the powerful office of Chief Registrar, one of the Judiciary’s top administrative seats. The Chief Registrar controls day-to-day court administration, supervises registrars and plays a key role in implementing Judiciary policies.

Alum is expected to spearhead automation of court systems and tighten efficiency inside the justice sector as the Judiciary pushes for reforms aimed at improving accountability and service delivery.

The appointments come just days after Museveni’s swearing-in for another term, signaling fresh changes inside key government institutions. Parliament is now expected to begin Kazibwe’s vetting in the coming days as attention turns to the next faces set to dominate Uganda’s justice system.
