CORRUPTION HUNT! ISO Unleashes District Spy Bosses as Mugyenyi Fires Warning to Thieving Local Govt Officials

KAMPALA – The gloves are off! Internal Security Organization (ISO) Director General Arthur Mugyenyi has declared an all-out war on corruption in local governments, announcing the start of overt operations targeting crooked officials and warning that non-performing security officers will also be shown the exit.
In a hard-hitting message, Mugyenyi revealed that the anti-graft crackdown will stretch across districts and sub-counties, with District Internal Security Officers (DISOs) and Gombolola Internal Security Officers (GISOs) expected to take a frontline role in exposing corruption and safeguarding public resources.
He warned that officers who fail to deliver in the fight against corruption will not be spared, saying the era of complacency is over.
Mugyenyi described corruption as a dangerous form of subversive activity, arguing that it sabotages government programmes intended to improve the lives of ordinary Ugandans. He said public officials who loot taxpayers’ money are effectively denying citizens access to essential services and frustrating national development.
The ISO boss painted a grim picture of the scale of corruption in local governments, saying the country is losing amounts of money that could otherwise fund all national referral hospitals and bankroll wealth creation programmes.
He disclosed that more than Shs40 billion has already been lost through what he described as syndicated corruption involving local government officials, with the theft crippling the implementation of key government projects.
Mugyenyi warned that it will no longer be “business as usual” for corrupt officials to embezzle public funds and walk away unpunished, signalling tougher enforcement and increased intelligence-led operations across the country.
The latest offensive comes as the government intensifies efforts to stamp out corruption, which has repeatedly been blamed for stalled projects, poor service delivery and the misuse of billions of shillings meant for development.
With ISO now moving from intelligence gathering to overt operations, district officials accused of abusing public resources could soon find themselves under intense scrutiny as the anti-corruption net widens.
