Uganda Revenue Authority (URA) Commissioner General John Musinguzi has commended Bread House, Lweza, and Lweza Kitchen LTD for promoting compliance with the Electronic Fiscal Receipting and Invoicing Solution (EFRIS).

The commendation comes as URA intensifies engagements with taxpayers to encourage businesses to adopt EFRIS for recording transactions and sharing information with the tax body in real time.

EFRIS is a digital business solution designed to improve transparency and accuracy in the recording of transactions while enabling URA to monitor business activity and improve tax administration and collection.

At Lweza Kitchen LTD, a notice displayed for customers emphasizes the business’s strict adherence to the system, informing customers that EFRIS is directly connected to its system and that VAT is picked up by URA whenever a purchase is made.

The notice also advises customers seeking an e-invoice in their business name and TIN to provide the details before completing their purchase, adding that changes or returns cannot be accepted once a receipt has been printed.

Musinguzi commended the businesses for embracing EFRIS and said URA would continue engaging businesses and individuals to encourage compliance and fulfilment of their tax obligations.

He said enforcement measures, including closure of businesses, would remain a last resort after other compliance interventions have failed.

“We have been training the business sectors about EFRIS for some time now. We just concluded engagements with arcade owners. We will continue to engage with other players and businesses for compliance. Closing down businesses is usually the last resort, after all the other measures have failed, but we prefer that we engage, and find a win-win for all of us, the URA and the taxpayer,” Musinguzi said.

Govt Backs EFRIS Drive

The Government has also backed URA’s efforts to promote EFRIS compliance, with Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi supporting the use of technology to strengthen revenue collection.

In 2024, Ggoobi pledged government support for URA’s technology-driven revenue initiatives, including EFRIS and the Digital Tax Stamps (DTS) system.

“With EFRIS and DTS, you have our full support because that is the only way we are going to boost the country’s VAT collections. We will engage all leaders at all levels to cooperate and support,” Ggoobi said.

Landlords Warned

Meanwhile, URA Commissioner of the Domestic Taxes Department Denis Kugonza Kateeba has urged city landlords and other taxpayers to comply with tax requirements, including issuing receipts.

Kugonza said a recent engagement with city landlords followed the discovery of recurring compliance gaps in the sector, including inaccurate declarations of rental income, invalid tax claims and failure by some taxpayers to issue receipts to clients.

“We appreciate those who have invested in EFRIS, embraced it and consistently complied,” Kugonza said, noting that proper use of the system makes tax administration easier for both taxpayers and URA.

He reminded landlords and other sector players that issuing the required receipts is a legal obligation and not an optional practice.
