BULLETS & LIES? Mystery Ministry of Works Camp Shooting Sparks Cover-Up Questions
Contradictory accounts have emerged over the shooting of a young man in Kagadi District, with police insisting he was shot after trespassing into a government facility, while the victim claims he was an innocent bystander fleeing violence from a political celebration.
Anthony Katamba, a resident of Mambugu Cell who is receiving treatment at Hoima Regional Referral Hospital after being shot in the leg, disputes nearly every aspect of the police version of events. Police identify him as an 18-year-old suspect, but Katamba says he is 20 years old and denies ever entering the Ministry of Works and Transport camp.
According to Albertine Region Police Spokesperson Julius Allan Hakiza, the incident occurred at around midnight on August 2, 2026, when officers guarding the Ministry of Works camp spotted a person who had unlawfully entered the premises. Hakiza said officers challenged the suspect to identify himself, but he allegedly refused and instead attempted to flee towards the perimeter wall.
He said officers first fired warning shots into the air before one officer shot the suspect in the leg when he continued running. Police then arrested him. Hakiza said Katamba was initially taken to Kagadi General Hospital before being referred to Hoima Regional Referral Hospital for specialised treatment. Investigations into the incident are ongoing.
However, speaking from his hospital bed, Katamba rejected the police account. He said he was returning home after violence erupted during a victory celebration organised by the newly elected LC I Chairperson of Mambugu Cell, Oscar Sunday, on August 2, and was not anywhere near the Ministry of Works camp.
Katamba alleged that armed security personnel opened fire as people fled the chaos and that he was struck in the leg while trying to escape. He further claimed that after he was taken to Kagadi General Hospital at around 2:00 a.m., he was instructed to tell medical personnel that he had been knocked down by a moving vehicle.
Katamba’s mother, Backline Alice Komuhimbo, accused the police of causing her son’s injuries and appealed to well-wishers for financial assistance to meet his medical expenses.
The shooting has raised questions over what transpired that night, with police maintaining that Katamba was shot while attempting to escape after allegedly trespassing into the Ministry of Works camp, while the victim insists he was an innocent civilian caught up in violence following a political celebration.
Police say investigations are ongoing to establish the circumstances surrounding the shooting.
