CABINET MASSACRE! M7 Swings Axe As Big Shots Fired, Demoted & Exiled To ‘Political Coolers’: FULL LIST

A massive political earthquake has shaken Uganda after President Yoweri Museveni unveiled a dramatic new Cabinet lineup packed with shocking sackings, humiliating demotions, surprise promotions and quiet political burials.

The sweeping changes have left several powerful ministers completely kicked out of Cabinet, while others have been pushed into less influential positions or dumped into advisory roles many insiders describe as “political parking lots.”

The biggest casualties of the brutal reshuffle are some of the most recognizable faces in the ruling establishment.

Former Second Deputy Prime Minister Moses Ali has been completely dropped from the new Cabinet lineup and replaced by Dr. Crispus Walter Kiyonga.

The veteran politician, who has served in senior government positions for decades, disappears entirely from the Cabinet list in what analysts are calling one of the most symbolic removals of the reshuffle.

Also suffering a crushing political blow is former Public Service Minister Wilson Muruli Mukasa, who has been kicked out and replaced by Gen. Katumba Wamala.

Former Trade Minister Francis Mwebesa has also lost his Cabinet seat completely. In what many see as a soft landing after the sack, Museveni instead pushed him to the list of Senior Presidential Advisors.

The reshuffle also delivered a humiliating exit for former Finance Minister Matia Kasaija, who disappears from the Cabinet entirely after years controlling Uganda’s purse strings.

Veteran diplomat Gen. Jeje Odongo has also been dropped as Foreign Affairs Minister and replaced by Ambassador Adonia Ayebare.

Former Local Government Minister Raphael Magyezi has also been fired from Cabinet and replaced by flamboyant events promoter turned politician Balaam Barugahara.

Karamoja Affairs Minister Peter Lokeris also loses his powerful Cabinet slot, with Lokii John Baptist taking over the ministry.

One of the most shocking shakeups involves powerful energy minister Ruth Nankabirwa.

She recently boasted being immune to firing by Museveni.

Nankabirwa has been completely removed from Cabinet and dumped into the list of Senior Presidential Advisors together with Hamson Obua, Francis Mwebesa and Evelyn Anite.

Political insiders say the advisory appointments appear designed to quietly push influential figures away from direct power while avoiding open political confrontation.

Former Chief Government Whip Denis Hamson Obua also loses his parliamentary mobilization role and is replaced by Justine Kasule Lumumba.

Obua’s removal is particularly significant because the Chief Whip position is central to controlling NRM discipline and parliamentary voting.

Another major casualty is Gender Minister Betty Amongi, who has been kicked out and replaced by Lt. Gen. Henry Tumukunde Kakurugu in one of the most unexpected appointments in the reshuffle.

The changes also swept through the State Ministers list with several ministers either removed completely, transferred or demoted.

Kenneth Omona loses his position as State Minister for Northern Uganda and is instead transferred to the diplomatic service as ambassador.

Florence Namboozo Wamala loses the Karamoja State Minister slot to Esther Davinia Anyakun.

Jennifer Namuyangu is kicked out as State Minister for Bunyoro Affairs and replaced by Grace Mary Mugasa.

Fred Bwiino Kyakulaga loses the Agriculture State Minister position to Desire Muhooza.

Hellen Adoa is removed as State Minister for Fisheries and replaced by Migadde Robert Ndugwa.

Joyce Moriku is kicked out of Primary Education and replaced by Phyllis Chemutai.

Evelyn Anite loses the powerful Investment and Privatization docket to Amina Mukalazi before being shifted to the Senior Presidential Advisors list.

Henry Oryem Okello loses International Affairs to Calvin Echodu.

John Mulimba loses Regional Affairs to Haruna Kasolo Kyeyune.

Victoria Rusoke loses the Local Government State Ministry to Justine Nameere.

Martin Mugarra loses Tourism State Ministry to Susan Nakawuki Nsambu.

Godfrey Kabyanga Baluku loses National Guidance to Alioni Yorke Odria.

Kania Obiga loses the Urban Development docket to Margaret Muhanga Mugisa.

Musa Echweru loses Works to Siraji Musa Ali.

Frederick Ngobi Gume disappears completely from the Cabinet list after losing the Cooperatives docket to Tom Aza.

Political observers say the reshuffle reveals Museveni’s strategy ahead of the 2026 political battles — rewarding loyalists, recycling old cadres, sidelining weakened figures and tightening control over key ministries like Finance, Security, Defence, ICT and Local Government.

But behind the smiling swearing-in photos, the reshuffle has clearly produced winners, survivors and a long list of political casualties nursing deep wounds after the President’s latest Cabinet axe.
