IGG Directs Maracha CAO to interdict six district officials

ARUA. The Inspector General of Government (IGG) has directed the Chief Administrative Officer (CAO) of Maracha district to interdict six officials implicated in alleged mismanagement of funds meant for construction of Kololo Seed Secondary School.

In a leaked letter dated September 7, 2022, the CAO was directed to interdict the officials without any further delay.

The interdicted officials include; Timothy Malumah Ezati, the Acting District Engineer/Water Officer, Stephen Candia, the Chief Finance Officer, Flavia Osoa, the District Education Officer, Paul Abiribale, the District Internal Auditor, William Oneti, the Senior Assistant Engineer and Robert Ezati, also the Senior Assistant Engineer.

“The Inspectorate of Government together with State House Anti – Corruption Unit and the Police Criminal Investigations Directorate are conducting investigations into allegations of abuse of office and causing financial loss amounting to UGX1,900,000,000 being funds meant for construction of Kololo Seed School,” the letter written by Anne Twinomugisha Muhairwe, the Deputy IGG read in part.

In the letter, the IGG accused Candia and Abiribale of approving payment for incomplete works while Timothy, Flavia, Oneti and Ezati Robert were pinned for authorizing the certificate of works that formed the basis for payment.

“Preliminary investigations into the matter have established a prima facie case, however, their continued stay in office will hinder progress of the investigations,” Twinomugisha stated.

According to the IGG, Article 230(2) of the 1995 Constitution of the Republic of Uganda and Section 14(6) of the Inspectorate of Government Act, 2002 provides that: “The Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances.”

“In view of the above, you are hereby directed to immediately interdict the following persons (Timothy Ezati, Stephen Candia, Flavia Osoa, Paul Abiribale, William Oneti and Robert Ezati) without any further delay,” the IGG directed.

Some of the officials were first arrested in June this year, and later released on bail. They went ahead to resume work thus prompting the next course of action by the IGG.
