Kadaga Directs Rules Committee To Investigate Jailbird Kipoi
The speaker of Uganda’s parliament, Rebecca Kadaga has directed the Rules, Privileges and Discipline Committee of parliament to investigate the conduct of Tony Nsubuga Kipoi, the Bubulo West MP.
The MP whose where is about is uncertain has missed several sittings of parliament without approval from the speaker’s office.
On 6th November, Kadaga wrote to Kipoi directing him to appear in parliament for the next sitting in vain. Kadaga says in addition to his failure to show up as directed, Kipoi has not written to her office to explain his absence.
As a result, Kadaga has revoked rule 101 (8) of Parliaments Rules of Procedure and referred the matter to the Rules Committee for investigations.
Recently, Kadaga said she turned down the request by Kipoi to travel to South Africa for treatment saying his leave application was neither signed nor backed with supporting documents.
Early this month, Kipoi was reported to have been picked by the Congolese army from a rebel camp in Eastern DRC. However, some media reports have quoted the MP saying he fled into exile.
The MP also reportedly said he was no longer interested in the seat and advised his electorate to elect another representative. Kipoi becomes the second MP to be forwarded to the Rules, Privileges and Discipline Committee of parliament for investigations for absconding from duty.
The same committee investigated David Sejjusa, the renegade UPDF general who fled into exile in UK early this.
The committee is yet to table its finding on the floor of parliament.
