President Yoweri Museveni has wielded the axe on 13 top government accounting officers, dropping Clerk to Parliament Adolf Mwesige and 12 other senior officials in a major government reshuffle affecting key ministries and public institutions.

Among the high-profile casualties are Ministry of ICT Permanent Secretary Dr Aminah Zawedde, Defence PS Rosette Byengoma, Public Service PS Catherine Bitarakwate Musingwiire, Foreign Affairs PS Vincent Bagiire and Water and Environment PS ailing Alfred Okot Okidi.

Museveni announced the proposed appointments on Sunday, November 8, directing the Public Service Commission to vet the nominees and advise him on their suitability before the appointments are finalised.

At Parliament, Museveni has nominated Edward Sengonzi Damulira to replace Mwesige, who was appointed Clerk to Parliament in 2021.

At the Ministry of ICT and National Guidance, Dr Zawedde, who has occupied the PS position since July 2021, has been replaced by Professor Stephen Akandwanaho, a computer scientist and academic specialising in artificial intelligence.

In Defence, Under Secretary for Finance and Administration Edith Butuuro has been nominated to replace Byengoma.

The shake-up has also swept through the Office of the Prime Minister, where Emmanuel Freddie Mugunga has been nominated to replace Alex Kakooza.

At Water and Environment, Kenneth Akiri takes over from ailing Alfred Okot Okidi, while Barbara Namugambe replaces Gen David Kasura at Agriculture, Animal Industry and Fisheries.

Namugambe previously served as Under Secretary for Finance and Administration at the Ministry of Works and Transport.

At Foreign Affairs, career diplomat Charles Ssentongo has been nominated to replace Vincent Bagiire.

Mark Sseremba has been lined up to replace Catherine Bitarakwate Musingwiire at Public Service.

At Works and Transport, Eng. Flavia Guto Bwire has been nominated to replace suspended Bageya Waiswa.

Internal Affairs Under Secretary Aggrey Wunyi is set to take over from Edith N. Mwanje at the Ministry of East African Community Affairs.

Betty Mutesa Cwinya-ai has also been nominated to replace Dr John Geoffrey Mbabazi at the Public Service Commission.

The Inspectorate of Government is not spared, with Maureen Kasande nominated to replace Rose Kafeero. Kasande previously served as Under Secretary in the Judiciary.

Meanwhile, Sheeba Kyobutungi Rujoki has been nominated to take charge of the Science, Technology and Innovation docket in the Office of the President.

The changes affect some of the most critical government offices responsible for public administration, national security, diplomacy, infrastructure, agriculture and oversight of public institutions.

Museveni said the nominations were made under Article 174(2) of the 1995 Constitution and tasked the Public Service Commission with assessing the nominees before advising him.

It remains unclear whether the outgoing accounting officers will be redeployed to other government positions or leave public service altogether.

Details on why they were fired will be in our subsequent publication.
