National Youth Council boss faces arrest

The executive secretary of the national youth council of Uganda Ms. Angiro Agnes Ogwang is in hot soup following complaints by factions of the youth leaders within the national youth council who have accused her of abuse of office and causing financial loss to this entity, which is a leading organization for youth empowerment in the country.
According to dossiers seen by this publication, youth leaders have accused their executive secretary of fetching an exorbitant figure in salary of up to 22 million per month, and yet the council is grappling with budgetary challenges.
They have further accused Ms. Angiro of lack of transparency and accountability in the utilization of council funds, noting non- existence of financial reports, double counting and zero reporting of the same to the council assembly as required by law.

There have also been reports of questionable sourcing of service providers, inflation of costs among others.
The youths have also questioned the capacity of their Executive Secretary to serve, adding that proper channels were not followed in arriving at her appointment following the exit last year of Dr. Shaft Nasser Mukwaya.
Information available indicates that the Ministry of Gender, Labour and social development had appointed Ms. Angiro in an acting capacity.
According to the Public Service regulations, any acting capacity appointment is subject to renewal after six months and may not exist for more than twelve months.
They have therefore accused her of illegally occupying office among other accusations that this publication may not divulge for now as it’s a subject of ongoing investigation.
Several agencies of the government such as the Inspectorate of Government, the Auditor General, the Parliamentary Committee COSASE as well as the State House Anti-Corruption Unit have interested themselves in this case.
An investigator of the State House Anti- Corruption Unit who spoke on condition of anonymity indicated that their investigation is almost concluded, and the subject will “soon” face arrest for charges and answer to the accusations levied.
Both the Inspectorate of Government and Auditor General have indicated continuous engagement with the accused and other leaders within the youth council, in order to generate concrete evidence to this looming case of causing financial loss to the government.
The opposition led COSASE has further indicated that they are processing the allegations with a view to invite the accused for questioning.
At least four billion Uganda shillings is given to the National Youth Council annually. Information available shows that while youths grapple with several challenges of unemployment, the youth council budget is spent on salaries, foreign trips and per-diems to the executive committee and the technical structure of the National Youth Council.
The responsibility of streamlining expenditure at this agency is entrusted to the Executive Secretary who is mandated as accounting officer.
If found guilty of abuse of office, causing financial loss to the government, and illegally occupying office, Ms. Angiro could face up to 30 years jail time including repayment of all the funds lost.
