A move by the National Unity Platform-NUP to punish councilors who honoured invitations to attend leadership training and met President Yoweri Museveni has been described as ‘dictatorial and misguided’. Following the meeting days ago, NUP top brass said it would subject those who defied the party position to a disciplinary action. However, Deputy presidential press secretary Faruk Kirunda has a different view. Kirunda opines that given that the same councilors get pay from the same government, it is prudent to be involved in all government programs for the benefit of the wananchi or else they resign.

Kirunda in short is urging opposition bosses not to have their judgment crowded by party lines and the persona of Museveni—they should ignore the messenger maybe and consider the message which benefits the electorate.

“The idea of NUP leaders subjecting Councillors who went for training at Garuga to disciplinary action is dictatorial and misguided. If the Councillors can’t work with Gov’t which pays them, they would rather resign, together with all NUP MPs,” Kirunda castigated NUP top brass via his official twitter platform.

A few days ago, Museveni lectured a team of 97 Wakiso district councillors who have just accomplished a leadership course at the Institute Security and intelligence studies at Heritage, Garuga key issues on development.

While tutoring the Councillors at state house Entebbe, the fount of honor first advised them to guard against disunity through segregation, tribalism and greed which are a stampede to development.

President elaborated that the products produced by a given tribe are not consumed by the same tribe. He gave an example; “I am a munyankole, I have cows which produce milk. My milk can’t be consumed by a munyankole because we have the same products. My customers are people from other tribes like the Baganda and Basoga.”

He expounded some time back he discovered a big number of people were doing subsistence farming forgetting that they needed money to cater for other expenses like housing, clothes, name them,”  after realising this I visited some firms: Mbarara experimental and demonstration firm, Ankole-Masaka ranching schemes, Mbire stock firm and I got some knowledge which I added on what I was taught and started to experiment it. After confirming that this could work I brought it on the ground through government programs like bonna baggagawale which was attacked by selfish politicians. I realize that some government programs were mismanaged and now brought about the Parish  Development Model (PDM).”

The president clarified PDM will benefit those doing agriculture on small and big acres of land and assured them presence of a market for their goods.  He advised the people with small pieces of land to concentrate on planting coffee, oranges, pineapples, name them which will earn them much money and those with big acres of land to do the above and also add growing maize, sugarcanes, cotton, raring cattle among others.

The president revealed the above are embraced in four principles to development namely ; Patriotism,  Pan Africanism, Social- Economic transformation, Democracy and urged the trainees to not only embrace them but also to pass them to the masses they lead.

Milly Babalanda, the minister for presidency congratulated the leaders from Wakiso district for completing the ideological training. She recommended the leadership for ISO for accepting to offer their facilities which is an excellent contribution towards the struggle.

Babalanda reported to the president some leaders who have failed to play their part. She noted that the majority of the local council leaders don’t know their responsibilities and are therefore misled thus distance themselves from the people. As a result she came up with this strategy of mind change training and she asked the president to extend this initiative to other places where leaders prioritise politics above serving the masses.

The amiable minister asked the president to bless and support the initiative which he accepted.

Capt Richard Tashobya Wazaarwa, commandant of Institute Security and intelligence studies Heritage, Garuga said the institute trained 97 councilors who have been trained for five weeks. Among them 76 subscribed to NUP, 13 subscribed to NRM , 7 subscribed to DP and one is an Independent.

He said the Councillors have received knowledge on: Political education, Revolutionary methods of work, mindset change, leadership and discipline, Politically motivated crimes and their dangers, Wealth creation and Socio Economic transformation, Dangers of media propaganda and lies, Basic elements in military science and physical fitness.

He confirmed to the president a positive response to the training by the Councillors. He added this was further re-enforced after a tour in Namunkekera industrial park in Nakaseke district as a proof to them that the park is active as opposed to the ongoing lies by some opposition political leaders.

He opened up the Councillors unanimously and agreed to support government programs and initiatives for the good of Ugandans in Wakiso district and elsewhere in our country.

Dignitaries present were;  Hon. Milly Babalanda the minister for presidency, ISO boss Col Charles Oluka and his deputy Lt Col Emmy Katabazi, and ISO’s deputy operations boss Lt.Col Emmy Mwesigwa. Others were Capt Richard Tashobya Wazaarwa commandant,  Maj Emilio Enema Taxi DS, Capt Abbas Sserwanga Direct staff DS), Capt Catherine Achom DS, Lt Moses Ssekibule DS, Ms Vinien Akullo DS. Ms Judith Orech DS, and Mbabazi Justine RDC Wakiso.
