Police Dismisses 3 Senior Officers

The Professional Standards Unit of Police has dismissed three senior police officers from the force following investigations into negligence of duty and mishandling a scene of crime, in the murder of David Tito Okware the former LC3 chairman of Buyinja Sub County in Namayingo district.


The three include; ASP Tayebwa Fred, the former District Police Commander (DPC), Deputy/ASP Nadduli Fahadi, the Officer in Criminal Investigation and Intelligence Directorate (OC CIID) and ASP Waiswa James, the community liaison Officer at Namayingo Police Post.

They are part of 22 officers suspended immediately after the murder prompted on February 1st 2015 at the deceased’s home in Namayingo District.

The three were convicted by the police court on charges of Neglect of duty in line with schedule 44 Code 19a of the police disciplinary code of conduct.

The code stipulates that a police officer is guilty of neglect of duty if he or she neglects, or without good and sufficient cause omits promptly and diligently, to attend to or carry out his or her duty as a police officer.

The officers were also convicted of discreditable or irregular conduct in line with schedule 44 code 12 of the Police disciplinary code of conduct.

According to the provision, a police officer commits an offense against discipline if he or she acts in a manner prejudicial to discipline or likely to bring discredit on the reputation of the force.

Initial reports indicated that despite being 200meters from the scene of crime, it took more than one hour for the police offices to appear at the scene, a scenario which tantamount to discreditable or irregular conduct and neglect of duty.

According to Fred Enanga, the police spokesperson, the report by PSU found the officers guilty of participating in activities like mining gold rather than police work as well as mishandling the murder case.

The Officers were also found to have given crime preventer police uniforms contrary to the police code of conduct.

However, the court acquitted ASP Achiro Joyce, the OC Station, while AIP Kakoza John in charge Field Force Police (FFP) was recommended for reduction of rank while Anyango Florence a constable was fined shs100, 000.

Police has since arrested two suspects in the murder and a team of investigating officers camped in the district.
