TOLLING REVOLUTION! MTN MoMo Launches Mobile Payments on Kampala-Entebbe Expressway

KAMPALA, UGANDA: Motorists using the Kampala-Entebbe Expressway can now pay toll fees directly from their mobile phones after the Ministry of Works and Transport partnered with MTN MoMo to introduce mobile-money payments at the toll gates.
The new payment option was launched on Friday, September 25, 2026, at the Kajjansi Toll Plaza, giving motorists an alternative to cash and the existing UPESI/NFC card system.
Under the arrangement, Lanes 4 and 5 at the Busega, Kajjansi and Mpala toll plazas have been designated for Mobile Money toll payments.
The Ministry said the initiative is an interim measure as Uganda moves towards a wider Electronic Toll Collection (ETC) system designed to make toll payments increasingly cashless.
Eng. Dr. Timothy Tibesigwa, Acting Engineer-in-Chief at the Ministry of Works and Transport, said the new system is aimed at improving convenience and efficiency for motorists.
“The Kampala-Entebbe Expressway is a vital artery of Uganda’s transport network, and as usage grows, we must continue to find ways of making the experience more efficient and convenient for road users,” Tibesigwa said.
He said mobile-money payments represent the first phase in the transition towards the broader electronic toll collection system.
The Ministry also plans to introduce more digital features, including pre-payments, pre-classification and self-service options, as the tolling system is modernised.
PAY IN SECONDS
MTN MoMo Uganda Chief Products Officer Jemima Kariuki said the technology is designed to make toll payments faster and easier.
She said the service demonstrates how mobile money can be extended beyond traditional transactions into everyday services such as transport.
For motorists, the process is straightforward.
On reaching Toll Lanes 4 or 5, the motorist gives their mobile number to the toll agent.
A payment prompt is then sent to the motorist’s phone, which the motorist authorises using their Mobile Money PIN.
Once payment is confirmed, the toll gate opens.
The technology is designed to provide near-instant payment confirmation, allowing motorists to complete the transaction within seconds.
MOTORISTS GET MORE OPTIONS
Ivan Katamba, Road Manager at Pinnacle Security Limited, the operator of the Kampala-Entebbe Expressway, welcomed the development, saying the lack of a mobile-money option had been a challenge for some road users.
Katamba said the new service would improve the experience of motorists using the expressway.
The UPESI Card remains available as a cashless payment option across all toll lanes, meaning motorists now have multiple electronic payment choices.
The Ministry said the introduction of mobile-money payments is part of its broader plan to gradually move Uganda away from cash-based toll transactions and towards modern digital payment systems.
MTN MoMo said the partnership with the Ministry is intended to make digital payments a more natural part of everyday travel while supporting efficiency and improved revenue assurance at the toll stations.
