30 Police Officers Killed on Duty in the Last Two Years

More than 30 police officers have been killed in line of duty over the last two years with the numbers increasing on a monthly basis.

Between April and July 2014, the Uganda Police Force (UPF) lost more than 10 policemen who were shot dead as they were performing their  law enforcement and security duties around the country.

The biggest percentage of the officers killed were shot during crossfire exchange with armed criminals as they tried to foil their operation and during arrests.

According to the police spokesperson, Fred Enanga, the current situation of officers being murdered can be compared to the year 2002 and 2003 when police was forced to shut down a number of police posts after their officers were attacked and murdered by criminals looking for guns.

Some of the murders have been due to targets by criminals who have issues with individual police officers.

In Mubende District, a police officer was murdered as he attempted to foil an attack on the District Police Commander.

Preliminary investigations indicate that the attack was made by a group of criminals whose operations were being threatened by the DPC.

With the increasing campaign in favour of community policing, violence against police officers has been on the increase. Dr Jude Kagoro a social and security expert says, the increase has been due to the concentration by society and legislator on violence by police ignoring violence against police.

Police has protective measure in law enforcement to help officers avoid harm in line of duty during risky operations. Among the measures are protective gear including helmets and bullet proof vests as well as arm and leg covers.

While the instruction for attendance of an operation demands the use of this gear, most of the officers killed lacked the gear.

Uganda Police has a total manpower of 43,000 police officers with 3,000 more undergoing training at Kabalye Police Training School in Masindi District.

The East Africa Community standard required police to have manpower of 65,000 policemen in order to be appropriate in law enforcement.

Government has approved a monument with names of all officers who have died on duty and a day to remember these officers as part of the rectification campaign.

Police has created a unit to help trace for families of officers who have died on duty.

2013 July
·        Mohammad Meera, 27, a Police Constable (PC) No.56366 attached to Masaka central police station stoned a police officer to death by suspected drug dealers.

2013 August;
·        At Mulago, armed thugs shot dead police Constable Charles Byarugaba.
·        APC Tony Omora, was shot and injured at Wampewo Avenue before his gun was robbed.

2014 February
·        Cadet Assistant Superintendent of Police, Joseph Bigirwa, an officer in charge of Kajjansi Police Station, was shot dead by criminals.
·        Special Police Constable, Nelson Tugume at Nalumunye near Jomayi Estates in a shootout with the thugs.
·        Hajj Abdu Ssebagala, a Flying Squad operative, was gunned down near his home recently in Kampala.

2014 July
·        Corporal David Kyambadde, the deputy commander of the Police flying squad in Kawempe was gunned down at 8:00pm in Kawempe, Kawala.                                                             Special Police Constable Aristo Rwegimana attached to Kawempe Police Station.
·        Special Police Constable (SPC) Muhindo Jacob killed in Kasese
·        Assistant Superintendent of Police (ASP) Mugume Bataka Wilson  the Officer-in-Charge Station Bundibugyo shot
·         AIP Grace Mwine was shot dead when following up a beheading at a Pentecostal church in Kyegegwa District.
·        Police Constable Swaibu Aliga killed at Bundibugyo Police Station.

August 2014
·        Assistant Police Constable, Mr Francis Abayo returned from his deployment base and shot dead Mr Lawrence Bila at the police counter before shooting himself also. The two were attached to Nebbi Polce Station.
