Brig Tumukunde Has Case To Answer

Former director of the Internal Security Organisation Brigadier Henry Tumukunde’s troubles are far from over.

The General Court Martial has ruled that he has a case to answer in relation to charges of spreading harmful propaganda and conduct prejudicial to good order and discipline of the army.

On wednesday, Tumukunde appeared before the Court Martial presided over by Brig. Fred Tolit.

Others on the panel included Lt. Col. Dennis Agaba, Lt. Col. R. Mpagi, Capt. C.N Basaliza, Capt. A Mugaba, Capt. A. K Birungi and WOII George Byansi.

Tumukunde is accused of spreading harmful propaganda against the government while appearing on a radio one talk show in 2005.

It is alleged that the then spy chief, without authorisation from the appropriate authorities, appeared on the talk show hosted by Mr David Mushabe and made a public speech and/or statements, an act that is prejudicial to order and discipline of the army.

the case that has dragged on for the last seven years and is now handled by the fifth chairperson.

Tumukunde who is represented by his lawyers Oscar Kambona and Emmanuel Twarebireho, had filed a no-case-to-answer submission and asked court to dismiss the case without putting him on defence.

The former spy chief according to his lawyer chose to remain silent during the proceedings .
