BUNDIBUGYO CASH BONANZA! DEO, DPO, LCV Boss Cited in Sh1bn District Contracts Bonanza!

A procurement storm is brewing in Bundibugyo District after explosive allegations emerged that top district officials and politically connected individuals are using their positions to influence the award of lucrative government contracts to companies linked to themselves and their relatives.
At the center of the scandal being investigated by security agencies are District Education Officer (DEO) John Byamukama, District Procurement Officer (DPO) Birungi Betth, LCV Chairperson Robert Tibakunirwa, and District Engineer Muhindo B. Robert, who are accused of exploiting their offices to secure district projects worth hundreds of millions of shillings.
Critics say the alleged arrangement has turned public procurement into a private cash machine, raising serious questions about transparency, accountability and conflict of interest in Bundibugyo District.
Investigators are reportedly following claims that Bukanjimukira and Sons Investment Ltd, a company linked to DEO Byamukama John, scooped multiple education projects during the 2025/2026 financial year.
The company was reportedly awarded a contract worth Shs141.5 million to renovate a three-classroom block at Mwiribondo Primary School in Kikyo/Ngamba area. It also reportedly secured another contract worth Shs213.8 million for the construction of a three-classroom block at Mataisa Primary School in Bubukwanga Sub-county.
In yet another deal, the same company reportedly received Shs207.6 million to complete a four-classroom block at Bundikahungu Primary School. Sources claim the company’s director is allegedly a biological brother of the district LCV chairperson.
The spotlight has also fallen on Ngonswaa (U) Ltd, a company allegedly owned by District Procurement Officer Birungi Betth.
The firm reportedly won a contract worth Shs18.8 million to complete placenta pit structures at Mirambi and Busunga Health Centre IIIs. It was again awarded another contract worth Shs18.8 million to construct medical waste pits at the same health facilities.
Questions are also being raised over Kake Corporates Ltd, a company allegedly linked to road construction material supplies in the district and reportedly associated with individuals close to the engineering department.
The company secured a contract worth Shs80.4 million for the construction of a four-stance VIP latrine and placenta pit at Kyondo Health Centre III.
Meanwhile, Kumalirwa and Sons Investment Ltd, a company reportedly owned by Kandole John, a brother of LCV Chairperson Robert Tibakunirwa, emerged among the biggest beneficiaries.
The company bagged a massive Shs378.7 million contract for the construction of walkways at several health facilities, including Bupomboli, Burondo, Kyondo, Buhanda, Mirambi, Busunga, Tombwe and Bundimulangiya Health Centre IIIs.
It also allegedly secured another Shs42.3 million contract for the restoration of the Bundinyama-Hakitara Gravity Flow Scheme.
The combined value of the questioned contracts runs into nearly Shs1.2 billion, sparking outrage among residents and anti-corruption activists who are demanding investigations into the procurement process.
Critics argue that public officials participating directly or indirectly in contracts financed by the same district they serve amounts to a serious conflict of interest and possible abuse of office.
As pressure mounts, all eyes are now on anti-corruption agencies to determine whether the contracts were awarded legally or whether Bundibugyo’s top officials turned district projects into a family business empire.
