CHAOS IN GENDER MINISTRY! Old Ghosts Return to Haunt Ex-Youth Council Boss as Kenyan is Given Juicy Job

Kampala — The youth sector has erupted into one of the most explosive public service scandals of 2025, with fresh accusations, whistle-blower petitions, tribal tensions, and looming arrests sending shockwaves from the Gender Ministry to State House.

A dramatic six-page whistle-blower letter authored by Dr. Ogwang Liboni Okwirot and dated 11 November 2025 is now shaking the foundations of the Ministry of Gender, Labour and Social Development. The petition — copied to the Vice President, Prime Minister, IGG, Attorney General and a host of top offices — demands the immediate cancellation or judicial review of the appointment of Diana Evusa Libese as Programme Manager (Youth).

Dr. Okwirot links the controversy to the ongoing Rationalisation of Government Agencies (RAPEx) process, claiming some accounting officers are exploiting the merger of entities like the former National Youth Council back into the parent ministry to “bring in wives, relatives, and friends who do not have qualifications for some jobs.”

The internal advert (No. 4/2024) for the post of Programme Manager, National Council for Youth, was reportedly restricted to staff of the former National Youth Council.

Dr. Okwirot accuses top ministry officials of hijacking the recruitment process to hand the lucrative U1-scale post to Kenyan Evusa — allegedly the Kenyan wife of a senior ministry official — despite claims that she does not possess the required academic qualifications or nine years of programme management experience.

According to the whistle-blower, a better-qualified northern Ugandan candidate, Agnes Angiro Ogwang, was sidelined despite holding an MBA, a Bachelor’s in Commerce, and boasting 18 years of service, including a stint as Executive Secretary/Accounting Officer of the National Youth Council.

Sources even claimed that President Museveni himself had reportedly endorsed her suitability during discussions in State House.

But the petition alleges that Commissioner Alex Asimwe and Permanent Secretary Aggrey David Kibenge orchestrated the appointment of Evusa, allegedly fast-tracking her application, bypassing recruitment channels, and even arranging for public-funded studies to make her appear qualified.

Dr. Okwirot did not mince words, describing the matter as “corruption of the highest order.”

OLD GHOSTS’ RESURFACE

Even as the petition rocked the Ministry, the name of Agnes Angiro Ogwang — the same northern Ugandan candidate said to have been unfairly blocked — sometime back appeared in a separate set of damning dossiers while at the National Youth Council.

Youth leaders then accused her, during her time as Executive Secretary, of: Fetching an “exorbitant” salary of Shs 22 million despite financial strain, lack of accountability for council funds, non-existent financial reporting, double counting of expenditures, questionable procurement practices, including alleged inflated costs and illegally occupying office beyond the legally permitted acting period.

With the Youth Council then receiving over Shs 4 billion annually, youth leaders argued that too much money was being swallowed by salaries, foreign trips, and per diems, while millions of unemployed young Ugandans continued to suffer.
