Deputy Lord Mayor Sues KCCA ED Musisi Over Salary

City deputy Lord Mayor Sulaiman Kidandala has sued Jennifer Musisi, the Kampala Capital City Authority (KCCA) executive director over non-payment of salary.
Through his lawyers of Alaka and Company Advocates, Kidandala filed the petition in Kampala High Court civil division seeking for a judicial review to compel Musisi to pay his salary and other entitlements as the city deputy lord mayor.
According to a copy of the petition, Kidandala is also seeking for general damages for the inconveniences he has suffered as a result of the failure by Musisi to pay him his monthly salary from the time he was appointed deputy lord mayor.
Kidandala, a councilor representing Kawempe North, was on October 19 appointed by the Lord Mayor Erias Lukwago as his deputy. His swearing in was however contested by Musisi and a section of the councilors that he was not approved by the KCCA meeting.
On June 20th 2012, Lukwago convened another meeting, where Kidandala was approved unanimously by the Authority meeting.
Kidandala says as the deputy lord mayor he is entitled for to chauffeur driven car, a salary and allowances package amounting to 13.6 million shillings per month.
But Musisi as the KCCA accounting officer declined to facilitate Kidandala and his two office assistants on grounds that the minutes where he was approved had not been adopted and signed, which would have been the basis for the deputy lord mayor’s office to be facilitated.
On Friday, Lord Mayor Lukwago while addressing the media in his office, backed his deputy to seek legal redress and sue Musisi as a person.
According to Lukwago several activities in the city including the meeting for the current KCCA budget have not been adopted and signed but are being implemented. Other minutes that have not been sighed but the activities are being implemented include the payments of the division deputy mayors.
Jennifer Musisi has not reacted to this story.

seriously am so fed up of this musisi chick!! i mean yes i understand she is improving the city but at the pain of others. she is trying to show us that she has the overall powers which we already know at large. i bet if she would just work together with the authority our city would be far ahead. please pay the deputy mayor coz his salary has nothing to do with your bickering with lukwago
This lady Musisi is just going to end up as a disaster for KCC. She is not a Strategic manager leader. She is concentrating on small issues that please her employers and the myiopic eyes. She is stressing every other person who matters in KCCA. She should remember that KCCA is a complex socio-economic political set up which needs those who cherish good governance unlike URA where the only target was to collect taxes, irrespective of which toes you step on. Actually Musisi has already failed as a chief technocrat. Please Musisi try to be balanced. Look at the KCCA political leaders as your right arm to shoot KCCA to a better place you found it.
