Embattled Lukwago’s KCCA Meeting Flops

A meeting convened by Erias Lukwago, the KCCA Lord Mayor to consider some of the pending issues in the authority has flopped. The meeting that was scheduled to take place on Tuesday morning failed to kick off after someone claiming to be the secretary to the tribunal appointed by the minister in charge of Kampala to investigate the censure petition against Lukwago wrote said it would interfere with their work. The June 06th letter, which is signed by Robert Kirunda neither has a physical address nor phone contact. However, the three member tribunal is comprised of Anti Corruption Court judge, Catherine Bamugemereire, city lawyer Alfred Okello Oryem, and Ms Lakidi Ocaya, a retired civil servant.

Today’s meeting was summoned by Lukwago to receive a report by a committee tasked to interface with Frank Tumwebaze, the minister in charge of Kampala on the affairs of the authority. The meeting was also expected to consider the ordinance regulating the Matatu [taxi] business, Kampala development plan and functioning of the authority. Shortly after the meeting failed to take off, Lukwago said he was going to consult his colleague on the way forward.  Lukwago expressed doubts on the authenticity of the letter since it was written on June 06th yet the tribunal members took oath on Monday.
He also explained that under the right procedure the authority meeting can only be stopped by the Kampala minister, Attorney general or solicitor general.

Bernard Luyiga, the councilor of Makerere University who is said to have delivered the letter to the authority says that he also received a copy just like all the other councilors. He however, backed the decision to halt the meeting saying that issues that were on the agenda are part of those in the petition against Lukwago that is before the tribunal. But Joseph Lwanga Mujuzi, the representative of Lubaga division says that the decision to block the meeting is an extension of the battle of supremacy between the lord mayor and KCCA executive director. He asked the electorate under the authority to consider recalling some of their councilors because they have failed to serve their interests. By the time of filing this story, Lukwago was still held up in a meeting with councilors allied to his camp.
