“I WILL COME FOR YOU!” M7’s New Anti-Corruption Man Tusiime Sends Shockwaves Through Mbarara Leaders

Fear and panic reportedly swept through political leaders and technocrats in Mbarara City after former Mbarara Municipality MP Michael Tusiime Gucwamingi delivered a fiery anti-corruption warning, declaring that nobody would be spared in the crackdown on misuse of public funds.

Tusiime, who was recently appointed Director of Public Expenditure Accountability at the Parliament of Uganda by President Yoweri Museveni, made the explosive remarks during the swearing-in ceremony of Mbarara City Mayor Robert Mugabe Kakyebezi and councilors at the Mayor’s Gardens in Mbarara City where he attended as chief guest.

The former legislator, who previously served as MP for Mbarara Municipality and later worked as a Consultant Audit Advisor supporting Parliamentary Accountability Committees, used the occasion to send a chilling message to politicians, technocrats and city officials over corruption and abuse of taxpayers’ money.

Standing before newly sworn-in leaders, Tusiime warned that his new office was directly monitoring public expenditure across the country and that officials involved in corruption would face consequences regardless of their status.

“I was appointed by the President, I am incharge of Public Expenditure Accountability, there is no any tax-payer’s money that I don’t monitor,” Tusiime declared.

“I urge you councillors, other leaders and technocrats not to be excited of that because you will understand the meaning of this when I come back here for you to do my job.”

The crowd reportedly fell silent as Tusiime intensified his warning, telling city officials that his next visit to Mbarara might not be ceremonial.

“I will come back here when I am not in the capacity of a guest of honor, but to do my job and I will do it without any favor to anybody,” he warned.

In what many interpreted as a direct reference to the ongoing corruption storm shaking Parliament, Tusiime pointed to recent developments involving former Speaker Anita Among as proof that no official was untouchable.

“I believe you have all heard about what has happened to some people in the Parliament of Uganda, this was done intentionally to show the public that there is nobody above the law in this country,” he said.

“If this can happen to the 3rd person in the hierarchy of this country in the 11th parliament, imagine what will happen to you as a procurement officer of Mbarara City Council!”

The statement reportedly left several leaders visibly uneasy as Tusiime urged them to stay away from bribes and corruption schemes.

“I appeal to you to be more extra-careful,” he cautioned.

Tusiime also criticized endless political conflicts and internal fights among Mbarara leaders, warning that development would stall if leaders continued waging personal wars.

“If you also don’t end your conflicts and wars that have never ended here in Mbarara, nothing will be done as far as development is concerned,” he said.

“Elections have ended, we need to unite and work for the people.”

He pledged support toward the development of Mbarara City but insisted accountability and discipline would now take centre stage.

During the same function, a message from the Permanent Secretary of the Ministry of Local Government delivered through Tusiime directed Mayor Kakyebezi and his team to immediately prioritize auditing all government and public land in the city to ensure it is protected for future government projects.

Mayor Kakyebezi himself echoed the anti-corruption message and warned both councilors and technocrats against internal sabotage, propaganda and misuse of public resources.

“This is a new Kakyebezi,” the mayor declared.

“I want a united team in this Kisanja. I no longer want fights and conflicts.”

Kakyebezi, who begins another term as mayor, urged leaders to focus on service delivery instead of endless political battles.

“Let us bring the technical team on board, let us fulfill the expectations of these people that voted for us, let us collectively utilize every money that comes for its purpose,” he said.

He then unveiled a new slogan for his administration.

“This is Kisanja no sleep no corruption,” Kakyebezi announced.

“We must strongly condemn and fight corruption in this City.”

The mayor pledged to align his leadership with President Museveni’s anti-corruption message.

“I am going to make sure that his dream comes true, we must make Mbarara City free from corruption,” he said.

Mbarara City Woman MP-elect Charity Kibaju Kamuhanda also joined the anti-corruption crusade with equally tough remarks directed at leaders accused of greed and abuse of office.

“I want to stand here and warn my fellow leaders against corruption,” Kibaju said.

“I am a very soft person but there are certain things I don’t take lightly, and I am a fighter.”

She dramatically described the “two weapons” she uses against wrongdoing.

“I use the bible but when the bible fails, action comes in,” she warned.

“Please stand warned, there will be no room for corruption in Mbarara here during my tenure.”

Kibaju further attacked greed among leaders, questioning why some officials continue hoarding wealth while public services deteriorate.

“You people stop greed, why do you have to keep money in the house until it rots?” she asked.

She vowed to dedicate her political career to fighting corruption whether voters return her to office or not.

“I pledge myself to fight corruption and to preach against it because I came to Mbarara for the purpose and you must see it whether you vote me back or not, as long as I will have done something useful to our City,” she said.

The fiery speeches come at a time when anti-corruption investigations are intensifying across several government institutions, with senior political figures, technocrats and public officers increasingly finding themselves under scrutiny over accountability and misuse of public funds.
