IUIU POWER STORM! IUIU Alumni Drag Vice Rector Mpaata to Court Over Fourth Term, question Shs74M Fuel, CCTV Procurement & Busitema Double Job

Four alumni of the Islamic University in Uganda (IUIU) have dragged the university and its top officials to the High Court in Mbale, seeking to overturn the reappointment of Vice Rector for Finance and Administration, Professor Kaziba Abdul Mpaata, for another term.

The alumni, Muhsin Matsiko, Rahmah Nanteza Kigozi, Hawa Nalwooza Mudide and Bashir Ssejjemba, want the court to nullify the university council’s December 18, 2025 decision renewing Mpaata’s contract.

The latest court battle throws the spotlight on Mpaata’s fourth consecutive term, with the applicants questioning why the university council renewed his appointment despite alleged financial and administrative accountability concerns raised by the institution’s internal audit function.

In their application, the alumni argue that the council ignored important considerations and failed to take appropriate action to safeguard an ongoing investigation into audit findings relating to Mpaata’s administrative docket.

Among the issues flagged in the application are discrepancies between reported and system-generated financial figures, procurement of CCTV cameras, drilling of a production well at the university’s Kampala campus, fuel expenditure, procurement approval thresholds and disposal of a university vehicle.

SHS74M FUEL EXPENDITURE QUESTIONED

One of the most striking issues raised concerns fuel expenditure, with the applicants citing figures indicating that spending had reached Shs74 million in one year against a stated entitlement of Shs24 million.

The alumni argue that allowing Mpaata to continue occupying the office while investigations into the audit findings are pending could undermine the independence of the inquiry.

They contend that the university council should have required him to step aside or taken other measures to protect the investigation from possible interference.

“The omission of the 1st and 2nd Respondents, while the inquiry into the internal audit findings concerning the 3rd Respondent’s docket is pending, to require him to step aside or to take any other measure to secure the independence of that inquiry, is irrational,” the applicants state in their court filing.

They want the court to order Mpaata to step aside until investigations are completed and the position is lawfully filled, with another qualified officer appointed in an acting capacity.

BUSITEMA JOB ROW

The alumni have also questioned Mpaata’s reported employment at Busitema University, where he is listed as a professor in the Faculty of Management Sciences at the Pallisa campus, with stated working hours of 8:00am to 5:00pm.

They argue that the reported concurrent employment raises questions about whether he complies with the requirements governing full-time service at IUIU.

The applicants are further demanding certified copies of minutes and resolutions of the December 18, 2025 university council meeting, Mpaata’s current appointment instrument and records relating to the committee investigating the audit findings.

They also want the university ordered to preserve relevant documents and protect staff members who raised the concerns or could provide evidence during the investigation.

FOURTH-TERM APPOINTMENT DISPUTE

The latest application follows an earlier challenge by IUIU alumnus Abdul Nasser Kyagulanyi, who in September 2026 threatened legal action over Mpaata’s reappointment for a fourth consecutive term.

Through his lawyers, JByamukama & Co. Advocates, Kyagulanyi reportedly gave the university council 14 days to rescind the appointment or face court proceedings.

That earlier challenge questioned whether another term was consistent with the university’s governing law and also raised concerns about Mpaata’s alleged concurrent employment at Busitema University.

The latest applicants have now widened the dispute, shifting attention to the internal audit findings and the council’s handling of the allegations.

They are seeking enforcement of their constitutional rights under Articles 41, 42 and 45, relating to access to information, just and fair treatment in administrative decisions and other constitutional rights.

The respondents are IUIU, the university council chairperson, Professor Dr Mohammad A.S.E.A. Altabtabaei, and Mpaata.

The case places the university’s governance, financial accountability and management of public-interest institutional resources under fresh scrutiny.
