KCCA Drafts Rules For Boda Boda Operations In The City

Kampala Capital City Authority has drafted regulation that will guide operations of motorcycle taxis in the city. The draft regulation addresses amongst others; licensing, areas of operations, and discipline.

It also gazettes sections of the city as no go zones for motorcycle taxis, commonly known as Boda bodas.

The regulation comes a year after Kampala Capital City Authority launched the registration of all motorcycle taxis operating in the city.

The exercise  was supposed to last for about six months. KCCA was also expected to set up operating areas, issue reflector jackets and helmets to the cyclists.

Jenifer Semakula Musisi, the KCCA Executive Director says the exercise delayed because there was no regulation to guide the operations of motorcycle taxis in the city.

The draft regulation also provides for alternative means of transport in areas where motorcycle taxix will not be allowed to operate. Musisi says KCCA is also embarking on widening all the roundabouts in the city and fix traffic lights to reduce congestion and ease traffic flow.

It is expected that once the exercise is finalized, motorcycle taxis will be confined to specific areas. Most of the road accidents in the city are blamed on the cyclists.

The 2013 crime report also point to the motorcycle taxi as among the leading contributors to road accident across the country. It says 641 cases of the road accidents in the country involved motorcyclists.
