M7 to the rescue as Trade ministry PS Ssali is reinstated

KAMPALA – The Head of Public service who doubles as the secretary to cabinet Lucy Nakyobe Mbonye, has ordered the Permanent Secretary and Secretary to the Treasury Ministry of Finance, Planning and Economic Development Ramathan Ggobi to immediately reinstate Ministry of Trade, Industry and Cooperatives Permanent secretary as the Accounting Officer for the ministry.

Red pepper has learnt that President Museveni wrote to Nakyobe on 22nd October.

“This is to request you to immediately reinstate Ms. Geraldine Ssali Busuulwa as the Accounting Officer for the Ministry of Trade, Industry and Cooperatives as per the President’s directive,” Lucy Nakyobe stated in the letter.

I should be recalled that following a recommendation from Parliament, Dr. Ramathan Ggoobi the Permanent Secretary/ Secretary to the Treasury kick started the process to remove Geraldine Ssali Busulwa, the embattled trade ministry Permanent Secretary as the Accounting Officer. This was because Geraldine was under investigations into misuse of public funds in the ministry. Ggoobi later requested the Minister to nominate another official to replace Ssali.

Later Alfred Oyo Andima, the undersecretary, finance and administration, Ministry of Trade, Industry and Cooperatives was nominated as the substantial accounting officer for the ministry.
