The Central Executive Committee (CEC) of the National Resistance Movement (NRM) is the highest policy organ of the party, operating as the strategic and ideological nerve center of the Movement. Established under the Constitution of the NRM, the CEC is not an operational or administrative organ but rather functions as a political and advisory body, akin to a politburo, providing oversight, strategic direction, and guidance on key matters affecting the party and the nation.

These responsibilities lie within the structures of government and the various ministries, departments, and agencies established to execute state functions. The CEC does not have a mandate to manage state finances or infrastructure; it is not an implementing arm of the state, but rather a political compass of the Movement.

Its primary function is to serve as a think tank for the party — deliberating on ideological direction, policy formulation, internal cohesion, and strategic political positioning. The CEC ensures that all actions and decisions of the NRM align with the party’s founding principles of patriotism, democracy, socio-economic transformation, and pan-Africanism. It plays a pivotal role in interpreting the party’s constitution, ensuring fidelity to its core values, and maintaining unity across the various organs and levels of the party.

The mandate of the CEC includes, but is not limited to, the following:
