dug and the man is now as good as buried career-wise.
Mbonye says he isn’t satisfied with his sacking from the job adding that he has challenged the matter in court by way of filing a judicial review application. He maintains everybody is afraid of him in the sector because he is too intelligent and experienced yet his colleagues have inferiority complex fearing to be overshadowed by the only professor at the Wandegeya-based ministry.
In knifing him, Atwine was implementing the IGG Irene Mulyagonja’s report which recommended that disciplinary proceedings be commenced against Mbonye. He is mainly accused for two things: conflict of interest in that he worked with Health Service Commission (HSC) officials to set the eligibility criteria in a manner that suited him.
The thing is Mbonye has been acting DG for two years after his predecessor Jane Ruth Aceng was
elevated to become Minister of Health in the 2016 reshuffle. So as he acted, cabinet directed that HSC chairman Dr. Pius Okong commences a process to recruit a substantive DG and he applied as well.
The IGG found that even when he was a candidate, Mbonye participated in setting the criteria basing on which he was shortlisted even when he clearly didn’t qualify as he lacked the graduate administrative and managerial qualifications.
The IGG also faults him for authoring and publishing a controversial article in the state-owned daily without going through proper authorization procedures.
